Education
Planning budget exceeds $500,000
Last year was a better than expected
financial year for the Huron -Perth Roman
Catholic separate school board.
"It turned out to be very favorable,"
superintendent of business and finance Jack
Lane told the Mar. 10 meeting of the school
board.
The school board had a total budget of $9.4
million for last year, but ended up spending
only $9.1 million realizing a savings of over ..
$300-,000.
The Catholic school board faced debts last
year ,for the additions to three schools,
Precious Blood in Exeter, St. Joseph's in
Clinton and Sacred Heart in Wingham.
However, the portion of the salary increases
that the teachers gave up as well as the pro-
ceeds from the $500,000 debenture sold,
money used to finance the additions, have
cut the unfinanced portion of the capital
fund. The Ministry of Education 'didn't pro-
vide any funding for the additions.
"You have no long term liabilities except
for the debentures," Lane told trustees.
The financing has also left the school
hoard with a $170.000 ,reserve fund. The
business superintendent said this will be
kept for the proposed addition at St.
Boniface in Zurich. That addition is to )louse,
the children who will be corning from Eche
Ste. Marie in September of 1987.
Also, $279,100 planned for roof
replacements'last year was not approved by
the provincial education ministry which
would have funded most of the project. But, ,
these roof replacements have been given the
green light for this year. .
Not doing the roof replacements is the
reason the school board was under budget,
Lane said.
The school board also spent less on ICON
computers, $50,000 less than the $204,795 in-
itially expected. However, that will be back
up this year, said the superintendent. The
board has a five year 'plan to put ICON com-
puters in. all of its schools on a permanent
basis.
Both Lane and his assistant, Randy
Brown, were applauded by the board
because of the under budget financial
statement.
Huron -Perth board is
hiring co-ordinator
The Huron -Perth Homan Catholic
Separate School Board will hire a half-
time computer consultant to provide in-
service training to its teachers.
The school board approved the position
at its Feb. 10 meeting after hearing an up-
date on its computer committee's ac-
tivities over the past few years.
The board learned it has an inventory of
60 ICON computers which have been divid-
ed into four labs which travel around the
system's 19 schools. Each lab stays at. a
school for eight weeks.
However, it's not only the children that
need to learn how to operate the com-
puters. The teachers also have to learn.
"I feel we're leading the way in in-
service training in the midwestern 'region
and we're near the top in the province,"
said computer coipwittee chairman Larry
Cook of Dublin.
Four and a half years ago there were
three PET computers in the Huron -Perth
Catholic school system. Computer com-
mittee member Don Farwell, of Stratford,
said by the, Fall of 1982 there was one PET
in each of the 19 schools. A year later, the
teachers had their first system profes-
sional development day on computers.
There, the teachers were told that the
computer was not an extra subject, but a
part of the curriculum, said Farwell, prin-
cipal Of Immaculate Conception school.
"We 'began looking at ICONs m
, 4eptcgibgr,1984," said Farwell.
• Now,. with the four..ICON. labs, .every
teacher has access to a computer during
the school year. In fact, four three-hour
sessions for teachers are currently taking.
place.
"We've had close to 100 per cent atten-•
dance," said Cook.
And in the administration report asking
for the co-ordinator,, it is noted that the
computer committee has voluntarily pro-
vided in-service training.
"In order to implement our computer
education program during the 1985-86
school year, it required 147 teacher supply
days," states the report.
The report, also comments on the
leading role the board has taken in in-
service training, but notes there have been
some drawbacks.
"Our trainers have required time away
from their classrooms to be trained by
Burroughs Corporation and the regional
(ministry) computer advisory council. We
have also expected them to plan program
materials and teach evening .sessions on
their own personal time. They have done
so generously, but not without weariness •
and the toll it plays on individuals and
their families," states the report.
It is this teacher teaching that will be the
main role of the computer co-ordinator.
Superintendent of business and finance,
Jack Lane, said no co-ordinator's fee or
responsibility allowance has been attach-
edto the co-ordinator's position. The per-
son hired will be placed on the teachers'
grid depending on their own personal ex-
perience, he said. ,
The' co-ordinator's two year terra is from
September 1986 to June 1988.
By ' 1990, the committee hopes that
students will receive 100 Minutes per week
on the computer.
