Search for missing boys underlines
importance of fan -out alert system

The search for two missing boys during
Friday's raging snowstorm emphasizes
the need for the fan -out alert system which
is being implemented by. the Goderich
Block Parent Association. The two boys
went missing shortly after 4 p.m, and their
parents and friends had been trying to
locate them for several hours before the
police were contacted at 8:20 p.m.
The entire Goderich Volunteer Fire
Department was joined by two ambulance
crews, several members of the St. John
Ambulance staff, Constable John Phillips,
art off-duty OPP officer, several indepen-
dent snowmobilers and a considerable
number of citizens.
Members of the local Snowmobile Club,
also joined the search and Police Chief Pat
King was alerting the president of the
Block Parents' Association to commence
Operation Fan -Out when the word came
that the boys had been found.
"We had no idea where they were but we
suspected they were prepared to stay out
overnight if they found a roof overhead,"
says Chief King. "The weather conditions
made -it necessary to find them as soon as
possible."'
Urgent situatio
While the fan -out alert system is not
necessarily used, the block parents could
look on streets in their neighbourhood
while snowmobilers searched open areas
and fields. The urgency of this situation
because of the weather made it necessary
to use every measure possible.
The reason for fan -out alert is the
quicker wecan locate the missing person
and the more eyes out there looking the
better, says Chief King. The system means
more poeple are checking backyards and
neighbours' backyards,
"When we know this is being done, we
can search more places quickly. The whole
police force is only 10 pairs of eyes."
Thee fan -out alert system also gives the
bld'clt parents more responsibility and per-
mits them to, get more involved in an ex-
tension of their volunteer safety program.
When the block parent program is
operating successfully and effectively,_ the
community hears very little about it. It
helps to keep the profile of the block parent
network before the community when it can
be of assistance to the police in this type of
situation, says Joy Kerr, president of the
Goderich Block Parent Association.

The Goderich Block Parent Association held an open house on Thursday to introduce the
fan -out alert system and previi&w the association's new video, prepared through the co-
operation of the Goderich Police Force, which will be a useful tool in educating the public

association is holding a meeting this
month to elect members of the association
executive. Several of the executive are do-
ing more than one job and more volunteers
are needed to share the work.
This is the first time the fan alert,
system could have been used to search for
a missing person as it is just being im-
plemented this month. The Block Parent
Association held an open house on
Thursday, to introduce the system and
preview the video which shows how the
system works.
The fan -out alert system is a method of
co-operation between the police force and
block parents,. where the police can re-
quest the assistance of block 'parents in
locating a lost child, amissing senior
citizen or an;individual or gehicle involved
in crimes of sexual assault or the attemp-
tedpickup of children.
It will not add to the work load of the
police, nor does it replace the normal
police procedures in cases of this kind. The
system is being implemented through the
co-operation and participation of block

parents and the Goderich Police Depart-
ment.

police department contacts the block
parent president or communication coor-
dinator who calls the area representatives
and their co-workers who then call all
block parents immediately. '•
Block parent organizers have had many
requests in the past from their members
who would like to be of more help to the
residents of the community and the police.
It is as a result of these requests and with.
the increased activity and growth of
Goderich that the fan -out alert system is
being initiated in town.
The system has been organized in Lon-
don since 1981 and in Sarnia since 1983. It
was used in Edmonton to assist in the
search for a missing six year old girl,
Tanya Murrell.
InLondon a test in which a police
sergeant's son was "deliberately lost"
ended within 35 minutes when the joint ef-
forts of 'police and block' parents located
him.
