Champion will mean a lot to Goderich, said

"Our experience in Goderich is that 80
per cent of industrial growth comes from
within the municipality and this
substantiates the philosophy," she said.
Young:, Offenders Act

main in the Goderich cell block for the
night, he would have to be supervised all
night and this too would cost the Goderich
taxpayer.
Chief King plans to gather statistics on
the increased Zosts created by the Young
Offenders Act regulations to be presented
at the spring meeting of the ',Municipal'
Police. Association "because it is very
definitely costing";
Mayor Eileen Palmer pointed out at the
police commission meeting there is
pressure from municipalities to change
this. Goderich council has received a letter
from Huron -Bruce MP Murray Cardiff
saying that council's resolutionregarding
the act will be given careful consideration
by Solicitor General Perrin Beatty.
The Goderich Town Council and the
police commissioners sent a resolution to
the federal government in the fall asking
that necessay amendments be made to the
Young Offenders Act to provide for the,
disclosure of the description of young of-
ftotenders who have escaped, from any place
of custody or detention.

any young offender even when that person
has escaped from an institution. This fact
caused dismay and concern.by citizens
when three young offenders escaped in
September from the Bluewater Centre.
Chief King suggested in an October let-
ter to the commission that, an escapee
• should forfeit this protection. When a per
son escapes giving their name is not as im-
portant as.rtheir description. The escapee
could always use a different name. Giving
the person's .descriptionand known dress
' is very important. This is what enables a
citizen to spot the escaper. By . uch action
the young person could possibly be ap-
prehended before they commit more of-
fences which could probably be more
serious than those for which they were in-
carcerated.
"The question of whether the Young Of-
fenders Act should allow for the 'publica-
tion of the names and, identities of young
_offenders has been raised in a number of
representations to my office," said Beatty
in a statement accompanying Cardiff's let-
ter. He added he will be exploring the act
with provincial ministers responsible for
juvenile justice with the idea of amending
it in early 1986.
Ten motorized, air -transportable
graders and, generators will be built by
Champion Road Machinery in Goderich
for the Department of National Defence
(DND) after the federal government
awarded Champion with a $1.7 million con-
tract.
Champion will also provide technical
manuals, maintenance and operator train-
ing courses at the manufacturer's plant as
well as training coarses on video-tape.
The graders are required for road
maintenance and snow removal at DND
bases across Canada. The machines will
be compatible with field force equipment
and will be capable of travelling in convoy
with standard military pattern vehicles

Release Wintario
For several years after its inception, the
Wintario lottery funded many capital and
equipment projects in the province of On-
tario. Many of those lottery dollars helped
finance major building projects in this
town and also in the Huron County area.
But in recent years, the funds have been
used elsewhere by the provincial govern-
ment.. In -an effort to reinforce its position
on the distribution of Wintario money, the
Goderich Recreation and Community Cen-
tre Board will send letters to Premier
David Peterson, Agriculture Minister
Jack Riddell and the Minister of Tourism
and Recreation, John Eakins.
Board members were in agreement that
the minister should be pushed into releas-
ing Wintario funds.
New police cruiser
Chief Pat King asked the approval of
Goderich Board of Police, Corrunissioners
to tender for a new police vehicle to
replace the two year old vehicle being used
by the force, when the commissioners met
January 22.
Chairman Alvin McGee asked in jest, if
the commission was going to get a peach to
go with its lemon and lime, referring to the
difference in the colour of the two vehicles
being used by the force. Chief King
reminded the commissioners he had been
assured when they bought the first chrome
f�ellow cruiser, there would not be a pro-
blem matching the colour when another
cruiser was purchased.
Mayor Eileen Palmer said the colour
bothered her when the second cruiser was
purchased but she doesn't notice the dif-
ference now as much.
Mayor Palmer suggested the second-
hand cruiser could be used by the by-law
department however, this can be deter-
mined by the commission at a later date
with the necessary adjustments being
made to the budget at that time.
The commission passed a motion that
