Doctor opposes extra -billing ban

cooperation and conciliation. It has
unilaterally chosen to impose the "Nova
Scotia solution". This has been done with as
much wisdom as imagination. Where is the
"Ontario solution"?
The results of both the Communist system
and Liberal socialized medicare will be the
same. People will be objects of the state.
They will be robbed of personal freedoms
and identity. Personal initiative will be con-
sidered extremism and will not be tolerated
by the computers who only know means and
averages and mediocrity. Productivity will
decrease. There will be ration lines for poor
quality medical services as there are ration
lines for poor quality food in Communist
countries. This is exactly what hasresulted
in the British socialized health system and
the Liberals have chosen the same system.
Yes, what is left will be shared equally and
will he accessible to all.
If you doubt this let me tell you it has
already started in Ontar.o. ih Sault Ste.
Marie the administrator ( with the blessings
of the Ministry of Health) has chosen to save
money by limiting the number of catarract
operations that can be performed in the
Sault Ste. Marie hospital each year. This
has resulted in ration inos for this operation
five years long. I is absolute cruelty to
make ar blind perso wait five years for his
sight to be restor pecially if he is elderly
and has few years eft. But of course it does,
not matter. Those are not people. they are
objects and bank balances.
Why are the Liberals doing this? In
Russia there is a substandard quality of life
and this is presented in the guise of "the
goodof the people". In Ontario oppression of
the Health Care systema.. and substandard
quality of cafe will be presented as "total
accessibility of all health care to all the
citizens." The truth in both situations is the
same. It is for the good of the dictators to
keep power. It is for the good of David
Peterson so that the NDP -Liberal pact is not
violated which would result in Peterson's
loss of power. The people of Ontario have
been hoodwinked!
The imrnediate effect of such blatant
violent oppression has been W unify the
health care profession ( including physi-
cians, pharmacists, physiotherapists, den-
tists and optometrists, etc) such as I have
never seen. There has truly resulted a
health care "solidarity' .
This Solidarity is asking for your support.
Do you want ration lines for poor quality
medications and medical services?., The
NDP received the fewest votes of anyparty
in the last provincial election and yet
through their pact with the Liberals they are
effectively ruling the province.
Do you want the party who received the
fewest votes to rule Ontario. making a
mockery of Democracy? Do you want the
red flag of the Ontario Liberal party to fly
ov Ontario? The health care profession
hays always been on your side and have done
things for your well-being. Now that they
need your help will you give them your sup-

Half of drivers killed were drunk
Half of the Ontario drivers and -
pedestrians who die as a result of traffic ac-
cidents are drunk according to a study
released by Health and Welfare Minister
Jake Epp.
Results of the study of blood samples
taken from fatally injured Ontario drivers
and pedestrians between Mar. 1, 1982 and
July 31, 1984 show that half of the drivers)
killed (49.7 per cent) had alcohol levels in
excess of the legal limit of impairment (80
milligrams of alcohol per 100 millilitres of
.blood).
Nearly 11 per cent of the drivers had THC,
a derivative of cannabis (marijuana or
hashish), in their blood. Most (i.e. 83 per
cent) of the cannabis users also had alcohol
in their blood, two-thirds of them over the
legal limit.
"These findings are of grave concern to us
all," Epp said.
"People are continuing to drink and drive,
to take drugs and drive. They are killing not
only themselves but other, innocent people
on our streets and highways.
"I strongly urge drivers of all ages to
avoid using alcohol, marijuana or other
drugs that may impair their ability to
drive•".
The'report also suggests that a higher pro-
portion of fatally -injured drivers: had been
using marijuana •than was found in the
previous study of 1978-1979.
The study found that 17 per cent of fatally
injured young drivers aged 14 to 24 years
had THC in their blood sarnples, compared
.to eight per cent of this age group five years
earlier.

Among the drivers 25 years. of age or
older, six per cent showed signs of cannabis
compared to less than one per cent ( only one
case) found among this age group in the
earlier study. ( The increases may be at-
tributable " to differences in methods
between the two studies.)
The study monitoring alcohol and can-
nabis use among' drivers and pedestrians
was a joint project of the Traffic Injury
Research•Fowndation of Canada, the Office
of the Chief Coroner for Ontario„ and the
Centre of Forensic Sciences of the Ontario
Ministry of the Solicitor General. It was
funded by Health and Welfare Canada.
