Fis ng quotas, imposed on Great Lakes
co I ercial fishermen as of March 1, 1984,
have . d a damaging effect on area com-
meroi.l fishing operations, says Huron
County Commercial Fisherman's Associa-
tion President Ron Moody.
Moody, who owns Captain Fat's,. a com-
mercial fishing operation in Goderich,
says the quotas, combined with a number
of other factors, have made this a difficult
year for his operation.
"We just came out of the crunch from
high interest ifates and we get right into
these quotas,' says Moody. Also, plans to
expand. the Goderich Harbor may force
him to reloca a his business and new
regulations enforced by the coast guard
could require him and other commercial
fishermen to purchase some expensive
saftey equipment.
This combination of tribulations has
Moody concerned about the fate of the
fishing industry.
"Quite frankly, we probably won't be
able to survive," he said.
In many cases, the quotas, which are
based on past 'performances of fishing
boats, have drastically reduced the size of
catch fishermen are allowed. Before the
quotas were imposed, Moody said he could
catch 70,000 to 80,000 whitefish in a year,
but the provincial government set his
quota at 12,000. He is now allowed to catch
only 40,000 perch, where he once caught
60,000 to 70,000.
Although a court decision earlier this
year ruled the ministry does not have the
right to impose quotas, they are still in ef-
fect, pending a decision by the Supreme
Court of Ontario on an appeal launched by
the ministr"-

"There have been no charges ith
respect to quotas on ,Lake Huron," said
Blake Evans, of the Wingham office of the
Ministry of Natural Resouces.
Moody blames natural. resouces
minister Alan Pope for the current
disagreement between fishermen and
government. .
"It's time for us to look for a minister
who's going to help the small
businessman, rather than create pro-
blems," he says.
Pope, says Moody, is playing the com-
mercial • fishermen against the sports
fishermen, creating an unnecessary sense
of competition. The minister is ac-
complishing this by bad handling of
government funds alloted to the fishing in-
dustry, he said. •
"Back in 1981, Pope was- given four
million dollars to modernize the commer-
cial fishing industry," says Moody. Much
' of the money was used to buy up all but two
of the fisheries in the Georgian Bay area,
Moody, stated. This action "mads a haven
for sports fishermen," he says.
Moody maintains the quotas are un-
necessary for Lake Huron fishermen.
There are only 38 active licences for
fishing in Lake Huron; while there are 198
in Lake Erie.
"The lakes/are in better shape than
they've been r the last 10 years." he says,
adding, "The problem is still in Lake
Erie".
Owners of fishing operations are not the
only ones affected by the quotas, says
Moody. The number of workers employed
by the industry is reducing along with the
number of fish caught.
Last year Captain Fat's employed 29
workers, while this year, only 15 were
employed.
