A contraet has been let to a Toronto
firm, to carry nut dredging,.on the north
side of the Domtar Salt Mine at Goderich
Harbor, to create full seaway water depth
(8.2 metres) in the vicinity of a proposed
new ship loading dock. Huron -Bruce MP
Murray Cardiff announced Monday, that
the $937,335 contract was awarded by
Public Works Canada, on behalf of
Transport Canada, to the . Canadian
Dredge and Dock Company Inc. The
company submitted the lowest bid of seven
tenders received.
Dredging will take place in an
irregularly-shaped area, approximately
550 metres long by 100 metres wide. Sand,
silt and small boulders will be removed, as
well as some deposits of dense glacial till,
which may require drilling and blasting.
The contract is the third awarded, as
part of an overall harbor expansion and
revitalization project, budgeted at $17
million.
Work is scheduled for completion by
mid -summer, 1985, said Cardiff.

Alcohol abuse and family violence
must be dealt with says Dr. Cieslar
Alcohol abuse and family violence are
two areas of concern being monitored in
the county by the health department.
xIn his monthly report to Huron County
Council Thursday, December- 6, Medical
Officer of Health Dr. Harry Cieslar ex-
plained that his department will become
involved in these two increasing social pro-
blems in the coming months.
Cieslar has been active in the field of
alcohol abuse with other county agencies
and he hopes that the Health Unit,
hospitals and the Centre for Children and
Youth will recommend a comprehensive
program of identification, referral and
counselling services. He suggested fun-
ding would be available through the
Ministry of Health.
Alconoi aause is prevalent in Huron
County and Dr. Cieslar told council that a
comprehensive education program is
needed to make people aware of the
dangers.
"Alcohol abuse is a major problem in
Huron County and most deaths by acci-
dent, about 50 per cent, are associated with
alcohol," he said. "Ten per cent of the peo-
ple in the county abuse alcohol and it is a
major health hazard. Our role would be
one of identification and referral with
counselling services provided by other
agencies."
Dr. Cieslar indicated that a more detail-
ed proposal on the alcohol abuse program
will follow. He hopes that it will be a com-
prehensive program that will educate
adults and school children.
Council supports open
meeting recommendations

The recommendation on access to
municipal information . suggests that the
list of documents available to the public
for inspection be expanded, that
municipalities should be given reasonable
notice of requests for information and
should be allowed to levy fees for supply-
ing documents and that=an avenue for ap=
peal by citizens should be in place if
municipal employees refuse to supply in-
formation.
A report advocating that council and
committee meetings be open to the public
and that the public have easier access to
certain information was endorsed by
Huron County Council.
The report, prepared by a joint
provincial -municipal committee on open
meetings and access to information,was
given unanimous support by council at its
regular monthly meeting Thursday,
December 6 without discussion.
Council has grappled with the issue of
open committee meetings, over the past
year after a citizen requested it consider
the open concept for all meetings.
The joint committee report recommends
that: all council meetings be open to the
public; that meetings of committees of
council be closed to the public only when
the subject matter under consideration in -

Another problem addressed by Dr.
Cieslar was that of family violence, a pro-
blem he says is "extensive." He told coun-
cillors that one incident study suggests
that there is violence in more than 10 per
cent of families.
"We're trying to get statistics on the pro-
blem but right now we don't really know
the extent," he explained. "Children get a
role model from their parents and in most
cases a child will see 35 violent episodes
before the mother will leave that situa-
tion."
Public awareness and education pro-
grams will help combat the problem Dr.
Cielsar suggested adding that early iden-
tification was a good start.
"To stop the violence may require use of
the court system and the laying of assault
charges," he said.
Dr. Cieslar said there was no data
available linking the incidence of alcholol
abuse with family violence.
