Grossman promises education
changes during campaign stop
BY PATRICK RAFTIS
Ontario Treasurer Larry Grossman
visited Goderich Friday evening, seeking
support from Huron County delegates, in
his quest for the leadership of the Ontario
Progressive Conservative Party.
Grossman, accompanied by his wife,
Carol, spoke to about 15 members of the
Huron County Association of delegates and
alternates, at the home of Dr. Tom Jasper,
on Waterloo Street.
Running a grass roots type of campaign,
Grossman had visited 98 ridings prior to
his.stop in Goderich. He said his plan is to
visit each riding and talk to people in small
groups.
Education will be a priority for
Grossman, if he is chosen to succeed long-
time Premier Bill Davis, he said.
"I'm in this because I want to produce
an "education system that is second to
none," said Grossman. His platform
includes 23 proposed changes to the
education system in Ontario, and he
outlined a few of them during his hour-long
visit here.
• One proposal involves an increase in the
availability of computers in classrooms. It
is important for..studentsio have access.to.
the maximum number of computer hours
possible, in ^rder for them to be prepared
for the modern working world, he said.
Grossman would also change school
board policy, of laying off teachers
according to seniority in times of restraint.

He said this policy results in "all the good
young teachers" being the first to go.
, "The best teachers have got to be in the
classroom," he said.
A Grossman -led party ,would also
continue with recent government
initatives on increasing French immersion
and separate school programs, he said.
Universities wank' be changed to put
less emphasis on specialization at the post-
secondary level. Grossman said he would
like to see all courses available, at all
universites across the province.
A large part of the increased cost of
revamping universities would be borne by
students, as Grossman has proposed
increasing tuition fees to 25 per cent of the
total cost, from the current 17 per cent.
Grossman claims his would be a
government committed to action.
"I would move -away from studies and
reviews and reports. Let's meet issues
head-on," he said.
•+I would re -organize government
dramatically," said Grossman.
This re -organization would include
dividing Health and Community Services
into three distinct departments, he said.
He also promised to end provincial
secretariats, -thereby cutting down on the
number of bureaucrats involved in
government.
In his remarks, Grossman continually
emphasized the need for changes in
various areas of government, and his
willingness to introduce new ideas.
"Change is inevitable and I am prepared
to deal with it," he said.
Another leadership candidate, Attorny
General Roy McMurtry, will be in
Goderich Thursday, for a reception and
lunch at the Candlelight Restaurant, at
11:30 a.m. Afterwards he will meet with
members of the local media.
Board to hire employees
The administration of the Huron -Perth
Roman Catholic Separate School Board is
expanding by one .and possibly two
superintendents.
At its November meeting, the board ap-
proved hiring a second superintendent of
education, fluent in both French and
English.
The decision was made by a 12 - 2 record-
ed vote. The two board members against the
hiring were chairman Ron Murray of R.R.
1, Dublin and Tim McDonnell of R.R. 2, Gad -
shill.
Mr. Murray said the board's personnel
committee is also considering hiring an
assistant superintendent of business and
finance.
Director of education Bill Eckert explain-
ed that the new superintendent would be
responsible for setting up the French Im-
mersion programs in Stratford and
Goderich. Other duties include sharing
responsibilities with the present superinten-
dent.
On of these responsibilities would be
co ••' unication. A recent ministry of educa-
qp study pointed out a lack of communica-
tion in the Huron -Perth system.
Possible consolidation of schools is
another area where the new superintendent
lvould be involved, said the director. The
director noted that the superintendent on
staff now spends over half his . time on
special education.
The chairman voted against the motion
because he feels trustees need to know what
direction the board is going in over the nest
five t 10 years, "I personally would like
to see a needs assessment done," said the
chairman.
•
Mr. Murray said the salary for both new
positions is negotiable. However, he did
point out that board policy has the position
of superintendent of- education paid $5,000
over the maximum prir.cipals' salary in the
first year and $6,000 in the second year. The
maximum principals' salary is $50.000.
The chairman said the other position of
assistant to the current superintendent of
business and finance would have a salary
similar to the principals'.
