"There's no question in the' world that
lowering the drinking age in >Canada has
meant an increase in deaths," Norman
Hamilton, MD, of North Vancouver told the
CMA general councilF'at its annual meeting
here.
He said there_ had been an average 28 per
cent reduction in deaths among young peoi,,
ple in the 14 states in the United States that
raised their drinking ages. In British Colum-
bia alone, that w mean 35 fewer. deaths
of young people e

December is no longer the worst time of
the year for drinking and driving according
to Ontario Provincial Police officials who
credit the reduction to the public's increas-
ed awareness of the problem during the par-
ty season.
OPP Commissioner Archie Ferguson
said, "We owe a debt of gratitude to all the
private groups, businesses and the media
for helping'the police to reduce the number
of drinking drivers. For our part, we want to
get as many of these motoring criminals off
the road as possible."
The OPP will be pursuing its year-round
spot-check program in order to catch drink-
ing drivers and discourage others from
returning to past habits.
The OPP checked 127,000 vehicles during
last Christmas and New Year's holidays.
One driver in 100 checked out as impaired
and 1.6 per cent of the drivers received 12 -
hour licence suspensions.
Average levels through the year are 1.6
per cent impaired drivers and 2.3 per cent
12 -hour licence suspensions.
In June 1983, the day-to-day provincial
police campaign against drinking drivers
was changed drastically with the inception
of a pilot program of spot checks in the Lon-
don OPP district.
The London OPP increased their enforce-
ment of the drinking and driving laws, and
the positive results were given a lot of
publicity. The pilot project was extended
province -wide in January 1984.
Over the past two years, the OPP has join-
ed other interested groups in trying to
change the attitude of people to the drinking
driver. The OPP's slogan "Prove You
Care" tries to put concern where it should
be, and that is with every membe of the
public.
Commissioner Ferguson said police will'
be stopping drivers frequently over the
.holidays, and he asked for support from the
public by accepting this procedure as being
in the interests of everyone using Ontario
highways.
Happy Hour
is regulated
The Minister of Consumer and Commer-
cial Relations, Dr. Robert Elgie, M.D.,
along with other citizens and organizations
such as the Ontario hospitality industry and
law enforcement agencies, are concerned
about the effects of excessive drinking prior
to driving.
Concerned with discount pricing of
beverage alcohol in some licensed
establishments and supported by the On-
tario Restaurant and Food Services
Association and the Ontario Hotel and Motel
Association, the minister is amending the
regulations of the Liquor Licence Board of
Ontario to require that no price variation be
permitted on beverage alcohol sold by
licensed establishments except when live
entertainment is provided.
Supporting Dr. Elgie's announcement
were also the Ontario ministries of Tourism
and Recreation and the Attorney General.
Hospitality industry officials point out
that 80 per cent to 85 per cent of all alcoholic
beverages are purchased for home con-
sumption. and that the majority of alcohol
abuse takes place outside of licensed
establishments. However, they are
prepared to endorse the new regulations in
the hope that they will contribute to the
lessening of the potential hazards of drink-
ing and driving.
Denis Egan, chairman of the Ontario
Hotel and Motel Association, said while he
does not like "further regulation of the
hospitality industry, we share Dr. Elgie's
concern and will do what we can to help pre-
vent death, injury or property damage
resulting from drinking and driving."
Speaking on behalf of the Ontario
Restaurant and Food Services Association,
Bob Cowan said the hospitality industry
together with the provincial government
have a "common responsibility to help pre-
vent the loss of life or personal injury as the
result of drinking and driving."
Dr. Elgie said that while he did not like to
impose additional reguration on the
hospitality industry, the government`
response to growing public concern left no
other responsible choice. He commended
the hospitality industry for their "unselfish
support" in backing the government's deci-
sion. i
He said the introduction of such programs
as Reduce Impaired Driving Everywhere
( IMIDE ), and the recent establishment of the
Drinking -Driving Countermeasures office
and other programs, reflected the Ontario
Government's and the public's growing con-
cern about drinking and driving.
Highway traffic statistics indicate:
+ Fifty per cent (50 per cent) of all drivers
killed have been drinking.
+ Traffic accidents are the fourth leading
cause of death i.n Canada.
Deregulated pricing in licensed
establishments was made possible by a
change to Liquor Licence Board of Ontario
v'eguiationa in December igrs9., that no
longer required the same priced to be charg-
ed throughout the day.
