Hospital. the Rebekah Lodge, of which she was a
past noble grand, the lodies of Victoria St. United
Church for their lovely lunch after the funeral,

Rates increased
Some major rate increases were ef-
fected into'lhe social services rate struc-
ture administrator John MacKinnon told
Huron County Council Thursday.
A family of four will now receive from
$676 to $721 monthly plus a $90 heat
allowance while a single welfare recipient
will be receiving $275 per month plus the
heating allowanc�ee.
Dependant children of recipients will
receive an avenge 7.5 per cent increase
instead of a 4.5 per cent increase in their
portion of the family's allowance. The in-
crease will translate into an additional $4
per month per child.
While the general assistance caseload
decreased by over 11 per cent for figures
compared to October 1983, the numbers
will swell as unemployed seasonal workers
require assistance.
Resident
sends letter
Colborne TownshipCouncil met in
regular
session at 8 p.m. on Tuesday, December 4
and approved the payment of bills and ac-
counts in the total amount of $180,273.51.
Included in this amount were payments
totaling $17,995 to area land owners for,tile
drain loans under The Tile Drainage Act;
$15,852.50 for payment of school debenture
to the Ontario - Capital Aid Corporation;
$8,681.39 for drain debentures to the Pro-
vince of Ontario; $11,302.46 to the Town of
Goderich under the fire agreement;
$69,327.50 to the County of Huron; and
$26,502.05 to Wesley Riley Contracting for
gravel crushing and haulage for township
road construction.
Council accepted the quotation of Fisher
Insulation at a price of $1,207.50 to apply
polyurethane foam insulation and fire proof-
ing of same in the basement area and
perimeter foundation sills of the townshi
hall building. Also included in the quote
the weather stripping of three exterior Ors
in the building.
Council discussed at length the matter' of
the funding of the costs for restoration and
reconstruction of the Huron County Pioneer
Museum and passed a resolution that the
township does not agree that the County of
Huron proceed with the restoration and re-
building of the Huron County Pioneer
Museum as recommended by Option 3 inthe
report of the Huron County Agriculture and
Property Committee, but the township does
agree that the County of Huron explore
other means of financing and proceeding
with this re -building project, such as the
debenturing of the costs over a long term
period.
A letter from John Hazlitt of RR 4
Goderich was read in which Mr. Hazlitt
complained that the intersection referred to
locally as the Clarence Allin corner,
specifically, the intersection of the township
road between Lots 5 and 6 with the conces-
sion road between Concessions 3 and 4
Eastern Division, was very dangerous
because of three conditions; namely, the
narrowness of the roads at the intersection,
increased truck traffic from the gravel pit
operated by Lavis Construction in the south
part of Lot 5, Concession 4 E.D., and poor
visibility because of bush and trees on adja-
cent properties.
Mr. Hazlitt also expressed his concern
about the increased heavy truck traffic and
the potential for a much greater increase in
heavy traffic because of the gravel being
mined in the township and being hauled out
of the township by non-resident contractors
over township roads with the municipality
receiving very little, if any direct support
through taxation to assist in the upkeep of
the township roads.
In his letter, Mr. Hazlitt asked council to
consider placing an aggregate tax or price
per tonne on aggregate moved outside of the
township so as to help offset the higher cost
of road maintenancce.
In their consideration of the points raised
by Mr. Hazlitt, council agreed that the in-
tersection is dangerous, especially for the
movement of farm machinery off the east -
west concession road onto the north -south
road and passed a motion to install four-way
stop signs, if permissible, until such time
that the intersection can be reconstructed.
Regarding the placing of a tax or tonnage
rate on gravel moved out of the municcipi
ty, council knows of no legislation which
would permit this but will take the matter
up at the Ontario Good Roads Convention in
February, 1985.
Building permits were issued to Verne
Bean of RR 5 Goderich for the construction
of loading chutes and holding pens and of-
fice facilities at his barn on Part Lot 2, Con-
cession 7 E.D., and 6) Mansueto Renon for
the construction of an addition to his barn on
Lot 15, Concession 8 E.D
Council gave permission to the Colborne
Snowmobile Club to establish part of their
winter trail over township property in Part
of Lots 13 and 14, Concession 3 E.D.
An application by Wayne Harvey of RR 5
Godericch for status zoning in a 31.5 acre
parcel of land, zoned Natural Envlrorunent,
in Part Block A, to perfnit theth��i on
of a single family residence , Was
received by council for referral to the Plan-
ning Department for comments. A date will
be set for the holding of a public meeting on
the application.
The meeting was adjourned to 8 p.m.
