PUC grants disability
status to employee

The Goderich Public Utilities Commission
(PUC) has granted permanent partial
disability status to a PUC employee, despite
the objection of Mayor Eileen Palmer.
After discussions spanning several
months, the commission approved the
application, under the Omers Type 3
supplementary clause included in
employees' contracts.
Approval was originally given at a
committee of the whole meeting, held
earlier this year. It was ratified after the
commission voted to approve the minutes of
the committee meeting, at their October 18,
regular session. At Mayor Palmer's
request, a recorded vote on the minutes was
held and the minutes were passed by a vote
of 4 to 1, with only the Mayor dissenting.
Mayor Palmer objected to the granting of
disability status on the grounds that Omers
Type 3 supplementary benifits are paid by
the taxpayer. She said that the commission
had other options available that would have
enabled the applicant to receive benifits
paid by an insurance company.
In a letter to the PUC, which she read at
the meeting, Mayor Palmer said, "I support
insurance employee benefits paid by
insurance, i.e. LTD, however, I do not
support employee benefits paid by the
taxpayer as is the case with Omers Type 3
supplementary criteria determined by the
employer (PUC)."
Two PUC employees have previously been
granted this type of compensation, but the
Mayor feels thiawas a mistake.
"Past PUC employees who retired under
Omers Type 3 did not receive the
knowledgeable approval of past _
commissions, but rather through culpable
ignorance and I use that term respectfully,"
said Mayor Palmer.
She also expressed concern that the
decision will set a precedent for this type of
benefit payment.
"To grant the applicant his request is
establishing policy and commits the PUC to
honor all such requests hereafter. We as a
commission recognize that there are a
number of employees who could qualify
under said PUC policy and whether we care
to admit it or not, we are committing
hundreds of thousands of taxpayer dollars
for years to come," she said,
"To support the commission's decision to
grant the applicant his request to retire
under Omers Type 3 supplementary, as
Mayor of Goderich I would be disbursing
irresponsibly taxpayer dollars and
betraying the trust of the electorate. I do not
support the commission's decision and let
the records reflect the same" she added.
Under Omers Type 3, an employee
receives 50 per cent of his regular salary,
paid by the taxpayer; while under the LTD
policy the same employee would receive
two-thirds salary, paid by insurance.
The Mayor was absent from the
committee meeting, at which the
controversial decision was made after
consulting with legal representatives from
the Omers organization.
Liberals back Elston
Huron -Bruce Liberals acclaimed Murray
Elston as their candidate in the next provin-
cial election at a nomination meeting held in
Lucknow. Elston hasbeen the riding's
representative at Queen's Park for the past
three and one-half years.
He will face Norma Peterson of the New
Democrats and Bill Thomson of the Con-
servatives.
Elston's nomination was unanimous and
there were no other nominations.
In accepting the nomination Elston told
about 250 Liberals at the Lucknow Com-
munity Centre, he wants to continue to serve
the people of Huron -Bruce as he has done
during his term at the Ontario legislature.
He said the appreciation from the people of
the riding for the work he has done and their
support has encouraged him to seek the
Huron -Bruce seat again. He said the ridings
in this area have a tradition of sending peo-
ple to the legislature who want to work for
the betterment of the individuals.
"As good as we have it here, there are
always ways to make it better," he com-
mented.
Elston said he wants to speak up for
farmers. He wants to make sure that area
farmers are no longer,.at a disadvantage
when marketing their . 'roducts, because of
programs in other provinces which sub-
sidize farmers' cost of production, giving
them a competitive edge in the
marketplace. We produce as good as any
other farmers in the country and we cannot
continue without government support, he
said.
'We have been struggling to get the ear of
the "asphalt farmer' and we have to fight
long and hard with people so firmly entren-
ched as this government is," said Elston,
referring to the Minister of Agriculture Den-
nis Timbrell and his Conservative col-
leagues in the Tory caucus.
Elston also intends to help people who do
not have the opportunity to work.
He said he was pleased to see the release
of $3.5 million in BILD funding for the steam
pipeline to serve the Bruce Energy Centre.
Elston said the pipeline has the potential to
develop industrial diversification in the
riding.
Elston said he is also committed to the
development of programs to foster growth
of fuel alcohol production.
The Huron -Bruce MPP said he wants to
help people expand their dreams, so young
people can work in the riding.
Elston said Premier William Davis only

Miller, was against the purchase, but Davis
bought it anyway, said Elston. Davis pur-
chased a $10 -million executive jet without
consulting his colleagues. If he really gets
desperate he will ask the electorate what
they think, observed Elston.
