West VV'awanosh Township Council
Court of Revision held on Dram By -Lave
The regular September session of West
Wawanosh Township Council took place on
Tuesday evening,September 4. Art
Clark.PEng , of Maitland Engineering
Services,was in attendance and briefly
reviewed his preliminary report on the
Sanitary Landfill Site.He indicated that he
hoped council would read the report and
advise him of any points that were found to
be unacceptable to be included in the final
report.
At 8 p.m.all members of council sat as
Court of Revision on the assessments in the
Beyersbergen Municipal Drain By -Law. No
written appeals against the assessments
had been received by the clerk, and since no
one appeared to verbally object to any
assessment,the Court was declared closed.
Tenders for the constrintion of the
Beyersbergen Municipal Drait1 were opened
and examined by council and engineer
J.A.McBride. After a detailed calculation of
the prices quoted in the tenders for the
closed portion of the drain by McBride, the
following motion was nassed."That the
Township of West Wawanosh hereby ac -
the tender of Torn King Construction Ltd;
for the open portion of the Beyersbergen
Municipal Drain at a total price of $3,800 and
the tender of Bayline Drainage for the
closed portion of the said drain at the total
price of $15,603.09,with concrete the (not
plastic) to be installed."
Building permits were issued to: D. Stutz -
man (Tena and Mary) (house addition); M.
Sproul (steel granary); J. Sheller (barn);
W. & J. McDougall (barn addition; and C. &
B. Hodges (house addition).
A motion was passed "That West
Wawanosh Township hereby agrees to
purchase the concrete tile for the
Beyersbergen Municipal Drain from
Coldstream Concrete Ltd; at the submitted
quotation."
The Reeve and Clerk were authorized to
sign a Quit Claim Deed and Release in
tavour of Bruce and Norma Baynard, for
the Robertson Pit at Lot 13, Concession
3,which pit is located on property owned by
the Raynards. - The Ministry of Natural
Resources will subsequently be notified that
the township wishes to surrender the licence
for this pit.
Road accounts in the amounts of $39,916.04
and general accounts of $76,674.32 were
ordered paid.
Applications for loans for tile drainage
submitted by M. Sproul and 0. Brooks were
approved.
Councillor Raynard reported to Council in
regard to a meeting of the Lucknow Health
Centre Committee. Urgent maintenance on
the exterior of the building is required,
including replacing the big window which is
rotted out. Lucknow wishes to consider the
window capital cost and wants the cost
divided equally. Councillor Baynard, as
West Wawanosh representative on the
committee, told council that he did not
accept that and the committee was so
informed. Council concurs with Councillor
Raynard's decision. The cost for the work to
be done, are for maintenance and are not
capital cost, and the conditions of the
agreement for sharing of maintenance costs
will be used. ie. West Wawanosh will pay 20
percent of the cost of replacing the window
and covering the trim with aluminum.
By -Law 11-84 was given third reading and
finally passed. This is a Rating By -Law in
the amount of$12,100 to authorize the levying
of special rates on properties to cover tile
drain loans, ,

Accounts and bills in the amount of
$51,283.33 were approved and ordered paid
by Colborne Township Council at its regular
meeting September 5. .
Mrs. Francis Chisholm appeared before
council to request the erection of a snow
fence north of her house in Benmiller this
winter to prevent snow drifting on the
township road in that area. She also spoke to
council regarding a cracked basement wall
in her home due to lack of proper drainage.
Council advised that it was no longer council
policy to put up snow fencing as past ex-
perience was that it usually made matters
worse, and also, because the road had been
recently built up, council did not feel that
drifting was now a problem on the road but
would keep an eye on it this winter. Regar-
ding the complaint about her damaged
house foundation, Mrs. Chisholm was advis-
ed by council to see her solicitor.
Council accepted the quotation of Glavin
Bros., R.R.•1 Crediton, in the amount of
$1,080 plus $140 for a white finish coat, for
painting the road department shed roof.
The rebuilding of the sideroad between
Lots 10 and 11, on Concessions 1 and 3 East
Division was reported on schedule by the
road superintendent with Wesley Riley Con-
tracting expected in the week of September
