Ron Shaw •
Ron W. Sh'aw, 33, a former Goderich resi-
dent, has been appointed co-ordinator of ,the
newly established Audio -Visual Production
Unit of the United States Agency for Inter-
national Development (USAID) mission to
the Republic of Cameroun effective July 21.
Engaged under a two year personal ser-
vice contract with the American govern-
ment technical assistance agency, Mr.
Shaw is responsible for establishment of the
new audio-visual unit in all sectors from
purchasing necessary equipment and set-
ting up production facilities to recruiting
and training Camerounian staff.
. "The object being," he explains, "to have
in place a functioning and capable produc-
tion unit, staffed by Camerounians, by July
of 1986."
"The tise of mass media techniques as a
project tool is not new to developing coun-
tries," Mr. Shaw explains. "Many countries
in Africa, Asia and Latin America have very
effectively used radio for several decades
now, and over recent years have begun to
mlevision. Such an approach is often the
st effective in areas where literacy rates
maybe low."
Even considering the investment required
by a government to establish broadcasting
facilities,.and the added investment needed
for receivers, broadcasting can still be a
very cost effective means . of getting
development messages to remote.villages,
Mr. Shaw contends.
The initial gpals of the new USAID audio-
visual facility do not aim at producing pro-
graming for broadcast, Mr. Shaw explains.
In fact, a project now underway to give
Cameroun its first television service will not
be completed for at least another year.
"What we will be doing," Mr. Shaw ex-
plains, "is establishing a capability. We will
be setting up the unit and training a staff
which will be capable of such production but
which, for the moment, will apply mass
media techniques to selected audiences for
the purpose of project documentation and
reporting, donor and host government rela-
tions, information distribution, training and
so on."
Ron a was born at Perth, Ontario
where he'"`9lbtained his elementary and
secondary ducation. He studied journalism
at Algongd'n college of Applied Arts and
Technology in Ottawa arid is a fellow of the
Salzburg Seminar (Session 211, Develop-
ment, Communications and Social Change
which he attended in Salzburg, Austria in
1982.
Between 1969 and 1974 he worked as a
reporter on several Ontario weekly
newspapers including the Kapuskasing Nor-
thern Times, the Sturgeon Falls Tribune
and publications of Signal -Star Publishing
Limited at Goderich. During the 1970s he
also worked extensively' as a freelance
cameraman and reporter for such television
and radio stations as (.KC'O Kitchener,
CFPL London, C.JBK London, ('KNX
Wingham and Global Television.
In 1974, Mr. Shaw went to Niger in West
Africa where he worked for two years with
the livestock branch of the Nigerien
Ministry of Agriculture. Following this
assignment, he spent 10 months travelling
in Africa through Nigeria, Renin,
Cameroun, Central African Republic,
Kenya, Sudan, Zambia, Zimbabwe, and the
Republic of South Africa. He has also
travelled extensively in the British West In-
dies, Europe, the Middle East and North
America.
In 1977 he joined the delvelopment and
relief agency CARE International and serv-
ed two years in Bangladesh followed by an
assignment to Tchad until CARE staff were
evacuated following a round of fighting in
that country's two decade old civil war.
Transfered to CARE .Jordan he served in
Amman until mid 1981 when he returned
briefly to media work in Canada.
Rejoining CARE International in 1982, he
has been posted in Yaounde, capital of the
Republic of Cameroun in central Africa, for
the pat two years.
Mr. Shaw is married to the former Peggy
Louise Ballantyne of Kapuskasing. Ontario
and has one son, Stefan.
Blyth Festival

Gourmet et Dinner
