Bus safety program launched
Coroner's jury recommendation is taken to heart
BY STEPHANIE LEVESQUE
What started out as a coroner's jury
recommendation is now a bus safety pro-
gram that has sparked interest across the
province.
A kindergarten student bused to the
Kingsbridge Catholic School was killed on
his way to school in September of 1981. The
coronor's jury looking into the accident
made five recommendations.
"Four the board could do nothing about
because they were for manufacturer's,"
said l,yn Steffler, transportation supervisor
for the Huron -Perth Separate School Board.
The fifth recommendation called for all
children, when registering for kindergarten,
to be given a bus safety lesson.
"I volunteered." said Mrs. Steffler about
the idea of a bus safety program.
She has worked for the board since 1970,
and besides transportation duties, she has
been secretary to superintendent of
business and finance Jack i ,ane.
Mrs. Steffler volunteered after the Huron
County Board of Education ran a one -
session bus safety program.
She started preparing the program in
January of 198:1 to be ready in June for the
students entering kindergarten that fall.
That preparation involved many
meetings, said the transportation super-
visor.
'!'hose meetings were held with two safety
officers from the Ontario Provincial Police.
Const. Eric (posse from Goderich and ('onst.
Bob Morrow from Kitchener. ('onst. (fosse
has recently been replaced as safety officer
by Const. John Marshall.
"We wanted something very basic." said
Mrs. Steffler noting the bus safety program
is aimed at four and five-year-old students.
"What we said was let the safety officers
run the program themselves." she said.
The Volunteer program involves an hour
of both the students' and parents' time. The
two constables first show an "overhead"
presentation based on Ministry of
Transportation and (.0nm-innications
guidelines. it's entitled "Flow We [tide The
School Bus".
Mrs. Steffler explains that the program
covers eight basic rules: - Where do you
stand waiting for the bus - side of the road.
sidewalk: - How do you get on - single file: -
'Sit down right away; - Don't throw things: -
Keeli the aisle clear: - No hollering or
screaming:: - Ask the bus driver for permus-

Then the program takes the form of an al
tual bus ride. with the pre -students. parents,
bus drivers, police officers and school staff
taking part.
"The program has been well received by
parents." said Nirs. Steffler. "The only eon-
r•orn is that for those urban children who
don't ride the bus ever} day." the parents
may feel it's not necessary to participate "
She points out that it is necessary because
at some point in the child's school years he
or she will probably ride a bus on a f-111 tnp.
Last year. of 285 children registered for
kindergarten across the system. 198 took
part in the program. This year :13'4 c hllllren
registered. 239 took part.
Mrs. Steffler said parents are asked for an
evaluation of the bus safety program.
Their comments include:
' "I feel more confident now to send no, son
on the bus."
I he pini earn ha(1 good participation.
Tell children and they '11 forget. Show them
and they may remember. Involve them and
they will understand."
And now the program has expanded
beyond Huron and Perth.
Mrs. Steffler understands that both the
Huron and Perth public school boards are
looking into the program. Middlesex Board
i
of Education has already set up a similar
program.
Later this month two representatives
from the Hamilton -Wentworth Separate
School Board are corning to Dublin to speak'
with Mrs. Steffler about the program. Two
other school boards in the province have ex-
pressed interest also.
The transportation supervisor says the in-
itial program is also backed up with two
more visits to each of the schooLs by the
police officers every year.
About to 80 per cent of the students in
the lluron-E'erth separate school system are
