vincial government at Toronto.

secretary had delivered forty (-addres-
ses and sermons •in the interests' of
;temperance work ,of 'the ;county. The
work of correspondence can be esti-

in postage, letters being written at
various intervals to the Provincial
Government, to members of Perlin -
went. newspapers, -counts workers and
in answer •to'complaints and aneueste
for help.
Along the line of law enforcement
we Have kept iu touch with local or
ganizations where effective and with
individual temperance workers when
no organization exists. We have vis-
ited thie various centres from, time to
time covering the entire counts.
During the seven month's no license
convictions have been , ,registered
against at least twelve hotels former -
13 under licenses, 1 drug store, 1 drag
man. 1 restaurant, 1 livery stable. and
00 or more persons were fined for be-
ing intoxicated on the (public street.
The number of . fines. shows three
things•:, 1st,—Tlhat the law is being
violated. 2nd—That steps are being
taken to pun;sh offenders. 3rd—That
the Provincial government acknow-
ledges the inability of local inspec-
tors to cope with the situation ee

e:+: -licensed hotels were secured
through( the Provincial Inspector.
In our op;nion however•our best
work does not result 'in .fines or ,ar-
rest:. but rather in saving or bklping
iind.ividuals, and 1)5 the transforma-
tion of: law breakers into law abiding
oititzcns.
Mans cases have been 'investigated
bs our department ,and :means -anent-
ed whereby we bel_,ave ate ,have
been instrumental in ,cleaning up the
place so ;that from them we will have
no further trouble.
Our work of organization has been
;somewhat Ii unpered on account of
condat.ons arising out of 'the war ,but
in due tlme' nil will have, a perfect
