done by the sweepers," states the
London Times, "that the loss of
life and property in the North Sea
has diminished. So long ago as
August 24th the admiralty called
attention to the fact that these
mines had been scattered at a con-
siderable distance from the British
coast, and that the navy was keep-
ing routes and channels swept
along which the dangers to neu-
trals were reduced as far as pos
,„.sible. .spite of the warning thus
given., many vesseas have been ,de-
stroyed by the agency of these name-
alerorts machines. Not only have
two Ble-itish men-of-war, the Am-
phion and the Speedy, thus been
sunk, as well as many of the mine-
sweeping ve,ssels, but damage and
loss have beenlnilicted on the ship-
ping of neutral powers. It is magai-
41est that this poliey of mine -laying
indiscrimately upon the trade
routes can have no decisive effect
upon the naval side of the war. But

the North Sea, whatever other
