Th ttd States Government,
through Justice Lamar arid Fred W.
Lehmann, yesterday presented to the
three South Arrierlean mediators a
complete plau for the pacification of
Mexico.
It is the same in principle as that
prerented by the mediators and al-
ready agreed to by the linerta Gov -
lenient. It contemplates the estab-
ent at the earliest date pratl.
cable of a new provisional Govern-
ment ire Mexico City, which would
conduct general eleetions for a per-
manent Government.
Tile plan written by the American
legateS, after consultation with
the Washington Government, is brief,
and includes several eonnter proposi-
tions of which the Huerta delegates
viill be advisee] to -day. From the
mediatora therctseives it became
known that the diVererices in the
two plans are slight. A full confer-
ence of all delegates and mediators is
planned for to -day or to -morrow. This
is for the farina' consideration and
final drafting of the protocol.
The announcement that General
Huerta bad deeitled not to blockade
Tampico agains. arms for the Con-
stitutionalists relieved all fear of a
breakdown in the negotiations.

report was issued last nignt. The
committee suggests the establisbment
of a national researcb laboratory and
a national committee of research to

Senatar Ribot Undertakes To Unite
Warring Factions.
PARIS, June 9.—Senator Alexan-
der Pelts Ribot last night accepted
President Poineare's invitation to
forret a Itfirustry. He has already ob-
tained protases of ;adhesion from
Leon Bourgeois for tbe Foreign OE -
fie„ Theo/tittle Delcaese for the De-
partment of Marine, and Sean du PUY
for public works, and hopes to be
able to present a complete list of the
new Cabinet before to -night.
M. Ribot is in his 73rd year and
has held various positions in previous
Cabinets, as well as the Premiership.
Doubts, however, persist in politi-
cal circles of his ultimate success,
and these are strengthened by the un-
disguised opposition of the Caillaux
radical, who have called a meeting
for to -day, at whieh it is stated a
motion affirming in the plainest terms
the party's hostility to a Ministry led
by. M. Ribot, will be proposed.
One of the burning questiona of
the day is that relating to the three-
year military service, and if ,the new
Cabinet adheres to this rneasure it
will have to face a strong Socialist
opposition in the Chamber of Depu-
ties.

Albanian Rebels Are Put to Bout by
Prince William's Troops.
VIENNA, Austria, June S.—Alban-
ian Government troops yesterday
completely routed a force of 5,000
insurgents in the vicinity- of Tirans,
to the east of Durazzo, aceording to
a despatch from the Albanian capi-
tal. The insuegents after a victory
over the Government troops had
threatened to advence on the capital.
Although the insurgents declare
themselves ready to submit to most
of the demands of the international
commission in regard to the future of
Albania they steadfastly refuse to re-
cognize Prince William of Wied as
their ruler and demand ibe nomina-
tion of a MOslenn prince,' Most Of

ister of War, who was recently de-
ported and went to Italy.
