Goderich District
Collegiate Institute has
begun the second phase of
its community
recreational area at the
southeast corner of
Bennett and Eldon
Streets.
The first
development
completed at
phase of

$45,000. This included the
draining, levelling, and
seeding of the nine acres
of land, the fencing of the
entire site, and the
construction of a 400
metre six lane asphalt
track. •
The second phase in-
cludes the renovations of
the barn to house
equipment, the com-
pletion of the soccer field
inside the track, the
building of a softball
diamond, and the in-
stallation of goal posts
and a backstop. The
school has $8000 invested
to complete this phase.

County council refuses golf

all these farms.
Davidson told' council
that planning board
wants the golf course to
continue without irh-
posing further restric-
tions on the nearby
farms.
M. A. Sanderson, who
presented a brief to
council, prepared, by
consulting planner,
Norman Pearson, of
London, on Mr. West-
cott's behalf, told• council
only four • farms will
really be. affected by the
encroachment factor if
theland were designated
residential. The
remaining farms are
already restricted or are'
cash crop operations.
Davidson noted that in
the future the land use on
the area farms' could
change. Fanners could
decide to stop cash
cropping their land' and
enter • intensive animal
operations. ' Ownership
could change in the future
as well, said Davidson,
which might lead to a
change from cash crop to
animal operations.
"You cannot negate the
fact that the future land
use could change," he
said.
Goderich's deputy -
reeve Bob Allen told
county council he was
happy to see the planning
board taking a stand. He
said he believes the
townships are for
agricultural land use and
, • development of facilities
such as the golf course
should be done in the
towns.
Goderich's reeve
however, did not support
the recommendation and
voted against it.,on.,What
she termed a matter of
principle.
Reeve Eileen Palmer
told the county planner
she could • not reconcile
herself with the many
inconsistencies in the
planning department's
dealings with Mr.
Wes tcott.
According to Mr.
Pearson's brief, 'the 39
lots adjacent.. to the golf
course were- designated
in a prevalent pattern of
chequerboarding, under
separate ownership on
April 3, 1970, prior to the
change in ' the- Planning
Act to protect the
possibility of a residential
subdivision adjacent to
the,golf course.
The gplfcourse was
recognized in the original
County Plan asan
existing Land use at that
time.: The Exeter Golf
Course was designated as
greenbelt on the land use
plan and clearly
distinguished by the
letters G.C. for "golf
course
When the Secondary
Plan process was under
way, Mr. Westcott took
his lawyer to the town-
ship meeting before the
Secondary Plan w is
designated the land
agricultural was passed.
He voiced his objection
and was told he would get
subsequent hearing
before the county plan-
ning board.
Two letters informed
him there would be an
appeal to the county and
advised him when the
county would consider
the Usborne Plan. A third
letter advised Westcott
there had. been an, error
and there would be no
recourse to directly
appeal the Township
Secondary Plan at the
county level.
By that time the
Usborne plan was
adopted- by the county
without any appeai—ly
Westcott to the county.
Westcott did not appeal
the Usborne Township
Plan to s the Ontario
Municipal Board (OMB),
but waited until the
Official Plant Review
which was required
within one year. He
presented a brief at the
Township public meeting
,on September26, 1979'
asking the land be
redesignated golf course
and residential.
•He did not receive
written response from the
township as .promised
and decided to apply
directly to the county
with the option ofgoing to
the OMB to have the land
redesignated. He. applied
to the county on February
25, '1980 and the ap-
plication w -as
acknowledged on
February 27, 1980. '
In the interim, the
township, without notice
to Westcott, passed a by-
law zoning only Mr.
Westcott's property • for
what is. called
agriculture: special use
status zone, permitting a
golf course,'a golf course
clubhouse, accessory

course clubhouse, and
agriculture.
The Exetsir Golf Course
is now the only zoned
property in ,the township
and thus the only
property in the township
which is subject to the •
Agricultural Code of
Practice.
Reeve Palmer asked
thecounty planner if the
land was "quick zoned"
to comply with county
planning policies to which
Davidson replied the by-
law prevents residential
lots being developed.
Palmer remarked it did
not seem fair .when the
land was zoned open
space in the original
county plan. Davidson ,
pointed out the.
residential lots were
never recognized; 'that
under 'the chequer -
boarding pattern, the
land was not divided into
lots, but rather parts.

Holds karate meet
KINCARDINE - Com-
petitors from the
surrounding area,
Hamilton and Toronto
were in Kincardine over
the weekend for a karate
tournament and
demonstration.
The first such tour-
nament to be held in
western Oiitario
demonstrated self
defence techniques and
free style fighting. A
karate seminar and
workout were also held
for all ranks by directors

Karate Association.
