The Canadian
Brotherhood of Railway,
Transport and General
Workers, Local 401, has
many Goderich sailors in,
its membership of over
6,000 marine workers
from coast to coast.
With the above in-
formation outlined, we do
hope that the omission of
the Canadian Maritime
Local 401, in the
speaker's address was
only an oversight
(apologies were sent and
accepted).

Several Goderich persons have accepted
nomination toa municipal committee to deal
with the topic of vandalism.
They are Police Chief Pat King; fortner mayor
and piember Of the police commission' Deb
Shewfeit; Director of Family and Children's
Services John Penh.; Robertson School Principal
Ralph Smith; lawyer Norm Pickell; and GDCI
students' council iiresident Bill Tigert, ,
Three new names were added to the list
Monday evening at town council. They are Mrs.
Audrey Royal, Mrs. Muriel Murphy and Bruce
Betties.
Councillor Elsa Haydon proposed the names of
Mrs'. Royal and Mrs. Murphy when she realized
the original committee proposed was all male.
Haydon also said_she_hassome_reservationd
about the committee itself. She said she
sometimes fears that the more you talk about
vandalism, the more vandalism you can expect.
Clerk Larry McCabe is -to call the committee
together for its first meeting.

Council will have some delegates at the annual
St. Patrick's Day parade in Goderich's Sister
City, Bay City, Michigan.
Planning to attend the festivities are Reeve
Eileen • Palmer, Councillor and Mrs. John
Doherty, Councillor and Mrs. Brians Knights,
,Councillor and Mrs. Stan Profit and Clerk and
Mrs. Larry McCabe.
The council representatives will be travelling
with the Legion delegation, on,buses arranged by
their wives. The municipality will pick up ex-
penses only for the council members and the
administrator, not for spouses.
Plans are to take a copy of the newest addition
to Memories of Goderich for the mayor of Bay
City.

• Clerk Larry McCabe will be bringing in a
complete report concerning photographershired
by businesses to take pictures at very special
prices.
A letter was received by town council from
S.E.Hadden of Iladden'sStudio on St. David St.,
complaining about photographers who come into
town and offer pictures for "98 cents or less".
"No one comes from out of town for nothing,"
said Hadden in his letter dated February 12.
"Stores use this as a loss leader. Why don't they
give a dozen eggs of 10 lbs. of potatoes or 10
percent discount?"
Hadden said this is "unfair competition" for
the three photographers in Goderich.
He also charged that Goderich charges too
little for transient traders' fees.

Council gave approval Monday evening for the.
Ldies' Legion Auxiliary from Goderich Branch
• 109 tohold its 1=1)111 tag day on June 14.
Councillors also approved.e. cookie day for the ,
Goderieh---Gipl-puide-Asseeiation-from-February--
25 through March 13.
"We're a week late," smiled Councillor John
Doherty. "I imagine. the job is pretty well done
by now."

There's a new Housing Action Committee and
it doesn't include a member of '‘Goderich
Township.
Gerry Ginn, who was Goderich Township's
representative, resigned recently over a,
• disagreement with town council regarding a
proposal to study the annexation of a portion of
the township.
Goderich Township has not appointed a
replacement.'
Members of the committee are Councillor
Brian Knights, Don Wheeler, Ray Fisher, Mrs.
Martina Schneiker of Goderich, and Robert
Jewell of Colborne Township.

A request for council's financial assistance for
the Green and Parent Midgets and the Lakeport
Steel Bantams, hockey teams planning exchange
games with teams in Montreal this spring, was
passed along to the town's finance committee.
The request put forth by Brian Rumig, Tom
Thompson and Bill Fritzley noted that the
youngsters are planning several fund raising
ventures on their own, but will need "all the
assistance, monetary, that we can raise".
The Goderieh 156S/rare-planning to travel to -
Montreal in -early April; Montreal boys will be in
Goderich March 26 through 29.
Councillor John Doherty said he was an avid
sports fan, but felt the finance committee would
be "setting a precedent" if it gave financial help
to these youngsters to make the trip to Montreal.
He noted that the PeeWees went to Mon-•
treal,but they had,raised the money themselves.
The town did send gifts with the boys for the host
club.
"How far can the town go?" asked Doherty.

Two disgruntled tax-
payers from the Neigh-
borhood Improvement
Program (NIP) area
appeared before
Goderich town ' council
Monday evening to find
out why they are being
billed 0.50 per month for
sewage charges when
• they are still not hooked
into the sewers.
The Jon Ginn and
Don Scott, are among 27
ratepayers in that nor-
theast corner of town
where sewers were in-
stalled -last year to
rep lac er- ----ri m-b-er of
septic tank systems still
in use. The work was
completed in conjunction
with the NIP im-
provements.
Mid -December 1979,
residents in that neigh-
borhood were advised
they could hook into the
sewer. Because council's
committee '-understood
the cost of the hobkups
would range from -$500 to
$1,000 per household, the
normal 90 day time limit
to hookup was warVed,
andcresidents there were
• given up to one year to
complete the connection:

All residents in that
neighborhood must hook
into the sewers by the end
of 1980, and all residents
must pay the sewer
monthly charges . from
the beginning of 1980.
"It's in the bylaw,"
said Hunter.
Reeve. Eileen Palmer
said that for a Small area,
the 'town has invested a
great deal of money. She
.said that if the, NIP funds
hadn't been available_ to
the town, it would have
been years before sewers
could have been afforded
for that district.
Some council members
thought -Ginn and Scott
had a legitimate
argument. Councillor
Brian Knights felt no
sewer charges should be
made under the "sewage
goes through the pipes".
But Deputy -reeve Bob
Allen said that isn't the
way it works. He said all
homeowners are charged
as if they were hooked
into the sewers as soon as
the sewers go by the
house.
Ginn .and Scott ad-
mitted that some
pressure was brought on
town council to install
sewers in, their neigh-
borhood. They said they

being good boys.
Doherty . made the
statement after learning
that Western Air Services
last year used only 10,000
gallons of fuel purchased
from Goderich Municipal
• Airport.
• , A motion from •the
• airport committee
.......f:recommended_that_a_five_
percent rebate be given
to Western Air Services
at the end of 1980
providing the company
uses a minimum of 40,000
gallons of fuel from the
airport for Western Air
Services aircraft.
"I think 4 Western Air
Services can increase its
consumption by 400
percent this year, they
• deserve a rebate,"
quipped Doherty.
"I:dm glad you see the
logic of this motion,"
responded Reeve Eileen
Palmer who was in the
chair Monday evening
due to the absence of
Mayor Harry Worsell.
But Councillor Jim
Searls said "something
doesn't smell right"
about the motion. He
wondered why such a
motion would be
beneficial to Western Air
Services unless the firm
had something planned.
Searls even suggested the
company might be
,planning to buy all its fuel
in Goderich, and none in
Wirrgham where the
company is based.
Councillor Elsa Haydon
said the airport minutes
had pointed out that
Commissioner of Works
Ken Hunter said the town
rade no money on the
sale of fuel.
"If we make no profit,
then a five percent
discount is like a gift out
of our own pockks,"
reasoned Haydon.
Hunter advised,
however, that while the
town does make money
on the fuel in the sense
• that the airport sells fuel
• for more than it pays for
fuel,- by - the' tithe all -the
—co_sts._arefigured in,..there
is no money to be made
pumping the amount of
gas that is sold at the
airport in a year.
"But if,we didn't have
gas for sale, our losses
would -be greater," said
Hunter.
The recommendation
from the airport . com-
mittee was approved.

hook into the sewers, but
added that they wondered
about the legality of the
charges on their utility
bills before the hookups
were made.
Scott told council that
vacantlots weren't
charged for sewers, and
he had thought
ratepayers in this area
would be' accorded the
same exemption.
