departMent has' been the
. industrial park. The land
was set aside in the early
'70's, but development of
t1 a park has been held up
because therewas no
specific plan.
Refinement of the plan
to show' road design, lot
layout, services etc. was
not_ completed' until 1978.
Proper zoning of the park
is only now being com-
pleted to streamline the
zonixig _process so an-

automatic.
A concept for an in-
dustria•1 r --park is im-
portant for engineering,
refinements according to
Goderich's planner,
Roman Dzus.
External and internal
compatability is
necessary. For example
there is a high standard
of development in
Champion Roads'
facilities in the park and
it would not be' ap-
propriate to locate a body
repair shop next to their
facilities.
Industrial prospects
have been interested in
locating in Huron but
zoned Serviced industrial
land was unavailable,
With a workable plan,
the town can gut in
engineering. services and
with proper promotion,
the town has something it
can merchandize.
Most industry which

park will be agricultural
related, homespun or an
expansion of local
existi cipstry, since a
purpoe of the park is
also to meet future
requirements of
Goderich's industries.
A widely dispersed
economic base means the
town is not as vulnerable
to the health of any one
.industry,_says- Dzus. An
economic base can
cushion the impact of
losing one of the town's
major industries.
The town is in the
process of drafting.a new
official plan to update the
Official Plan for the Town
of Goderich Planning
Area which was com-
pleted in 1969. The draft
plan will be prepared by
the end of 1980 and
hopefully the finalized
plan will be ready by the
end of 1981.
The various areas
included in the new draft'
Will bethe waterfront, the
core area, the effect of
decentralized corn-
mercial deveopment on
the core .and the town as a
whole and the industrial
park.'
The viability of the core
area is an important
consideraton when
drafting a plan for the
future according to Dzus.
Diversified business
presents the danger of
allowing proliferation of
commercial development
whieh—eiphens- off -from-
the business core and
intrtides in residential
areas.

The company has one
of the few Charter
licences to operate in
Central and South
America and is the first
to charter flights to Cuba,.
The company is also
involved in medivac
flying which is the ser-
vice of flying people into
Toronto hospitals. They
once -flew .a patient ' into
Toronto from Washington
state because it was
cheaper for OHIP to pay
the charter flight than
pay the medical expenses
in Washington.
It's,.. been a dynamic
decade for Champion and
all its interests . says
Dzus points out there is
a limited trade area, the
geographic area from
where Goderich business
draws, and therefore a
limited .purchasing
power. There is enor-
mous competition for that
trade and dollars are
being redistributed not
created.
There is the danger
that if trade does 1not
expand at the same rate
as the commercial areas,
some business will not
survive.,, In this event,
spending is spread so
thin, nobody benefits.
Huron county is not a
Sully. The company is a
significent factor in the
motor grader industry
with 75-80 percent of the
Ontario market. They
are probably the largest
distributor in the.country
and they are the second
largest grader
manufacturer in the
world. •

agricultural and incomes
are lower tharr the
provincial average.

core area is in the best
interest of the otwn and
future plans will consider
business- diversity, -
proving circulation,
accessibility and con-
venience.
The planning depar-
tment is encouraging the
preservation of the
unique, architectural
design of the building on

will also work on im-
provements to - ar-
chitectural plans.
The • outdoor mall
concept is one Dzus finds
attractive, exciting and
unique. Along with the'
harbour and waterfront,
The Square • is • a
distinguishing feature of
the town.' These assets ,
the town can use, says
Dzus.
The availablity of an
attractive town is a bonus
which can be offered to,
prospective industries 'as
well as creating an at-
tractive environment for
people who already live
here. These, aspects also
affer a potential to ex-
pand the tourist trade. A
recent study Dzus read
shows 30 percent of those
intereviewed said visiting
historic ',sites was a rec
reationel pasttime.
Goderich's architectural
heritage could be
promoted 'for tourism
adds Dzus. •
