Previous to 1976,
developmentally han-
dicapped were placed in
centres across the
province. When the
Bluewater Centre for the
Developmentally Han-
dicapped opened in
Goderich that year, the
emphasis was placed on
bringing the handicapped
back to their county of
origin. The Bluewater
Centre serves the
counties of Grey, Bruce,
Huron and Perth.
The purpose of this was
to re-establish and
establish closer ties with
family, and to create a
greater interest by
family in the well-being
of the residents through
visitation. Some families
felt they were being
pressured into taking
their handicapped back
into the home, but as the
centre's programs
developed, it became
apparent the centre was
to be a training facility,
as opposed to an in-
stitution; to increase the
standard and quality of. the car wash and the
life of its residents .and farm. Gregg is. not in -
