prepared and presented
to _own council in 1971.
Some of the suggestions
have been carried out
during the decade, with,
others on different levels
of progress at the
moment..
Mr. Carroll's main
objectives have remained
the goals of successivek
waterfront committees,
,to establish positive
relations between the
municipality and other
levels of government, and
between the municipal
government and the
public it serves, to
promote compatibility
between commercial -

the waterfront area, and
to provide, in stages, for
long term development of
waterfront potential, for
greater enjoyment of
their natural richesby
the public.
In this respect it is
necessary to stress the
value and importance of
the Lake Huron Water-
front Study com-
missioned by the
Maitland Valley Con-
servation Authority in
1977 and completed by
James F. MacLaren
Limited in January, 1979.
The Study provides a
Master Plan for the
Goderich Waterfront,
with a wealth of in-
formation and recOm-
Riendations. Much of this
material was supplied to
MacLaren consultants by
the Goderich Waterfront
Study Committee, a
grc:,p of local citizens
who volunteered their
time and efforts out of
concern for this vital part
of our community.

plemented, such as

Program. Part of the
proposed inter -town trail
system is closely related
to the said improvement
area.
A repeatedly strong
recommendation is that
the entire parks and
recreation related
waterfront development
be undertaken under the
Parks Assistance Act,
under which 50 percent of
the total cost (up to
$100,000) will be paid by
the provincial gdiTern-
ment. The percentage

fees. etc. as well.

past decade with a view
towards the future, I

suitable for the occasion:
"The Town of Goderich is
fortunate' to be the -
beneficiary of a water-
front environment of the
high quality created by
the natural forces of Lake
Huron and the Maitland
River. The diverse
terrain, exceptional
landscape features, and
rich panoramic qualities
combine to enhance the
character and ap-
pearance of Goderich
bestowing upon it an
individual appeal and
identity.. Within the
captive beauty of these
natural endowments
exists an abundant and
diverse recreation en-
joyment potential of both
community and regional
significance. Although
an attractive network of
recreation spaces has
taken shape, ' the total

tapped and several im-
provements are possible
in the parks which have
already been
establiished."
