according to the Goderich
town clerk., Goderich now
has access to programs
Which were unattainable
several years ago
• because the, town has the
personnel to work on
getting into the programs
and the contacts to make
them possible.
Many programs take
years to get started says
clerk Larry McCabe. The
previous town council
was very progressive and

completing the work they
had started. As a result
there has been more work
done on streets in the
town in the past several
years than in the previous
20 - 30 years.
The Ontario 'Home
Renewal Program and
the Ontario Residential
Rehabilitation 'Programs
have allowed home
improvements which
have benefited the
elderly especially by
permitting them to
remain in their homes
longer.
Council and the town
administration have
adopted a philosophy of
developiag reserves with
money loming from
appropriate sources to be
maintained for
something they know is
coming. A tentative
'committment for ex-
• pansion of. the sewage
control plant in 1981 has
prompted the setting up
of a reserve for this
purpose. Through
sewage rates the.town is
hoping to build up a
reserve to double -the size
of the sew -age treatment
plant and pay for it from
the reserve. When the
project is .completed the
development. of the south-
west cornor of the town
which is now frozen will
be allowed t rcontinue.

town in the last three

The reconstruction of
•the • arena at a cost of
$500,000. has been fully
paid, while the town is

Previously projects

reconstruction of the
arena was paid . off
without tax dollars and.
without affecting the
town's mill rate: -Funds
for the project were
raised by the Goderich
Lions Club and the Arena
Building Committee.

municipality and the
Business Improvement
.Association. New light
standards. have, • been
placed, around the square
and • interlocking brick
sidewalks are yet to -be
completed.
During the seventies
the flown developed lands
for an industrial park and
prepared an official plan.
The land was zoned
developmental in the
early '70's and will be
rezoned industrial ac-
cording to the plan.
The Goderich
Economic Develop-
mental Committee' has
been created to promote
the industrial park
located on Bayfield Road
south of the town. Much
of the industrial
development in the town
this far has been within
industries already in the
municipality.,
Taxes could stabilize in
the next decade ac-
cording to clerk McCabe.
The property tax
equalization factor will
allow Goderich to benefit
financi: fly.
Looking ahead to 1980,
clerk McCabe sees
several 'major decisions
will likely be made in-
cluding some final word
on the provision of ser-
vices to the portion of
Goderich Township just
east of the town; a
decision on • the Com-
munity Services Con-
tribution Program;
another look at the
possibility of a new
pollution control plant as
well as a decision on the
extent of road work to be
undertaken in 1980.
Goderich• Township
Council and a developetr

Goderich decision on
whether or not to provide
water and' sewage ser-
vices to that part of the
township commonly
known as 'the VLA and
adjacent property.

The town will have
been informed whether or

.into a plan called the
Con'irrrunity ' Services
Contribution Program'for
1980. If it has been ac-
cepted, council then 'will
have to decide whether or

tent.
According to McCabe,
the town wikl1 be eligible
for work in'''to $600,000. of
which the senior
governments would pay
75 percentand the local
government would pay 25
percent.
McCabe points out
however, that of the 25
percent that is the town's
share of the program, the
municipality would be
eligible for Ontario
Ministry of Tran-
sportation and Com-
munications grants for
hard services - roads,
sewers etc.
The town could end up
rnrly paying -about 15 to--1-8r-
percent McCabe ex-
plains.
Under this program, 40
percent . of the .money is
required to, be spent. on
soft services such as
parks and recreation.
McCabe feelssome
members of council may
wish to bargain a little in
the event a greater
portion of hard services
could be olained for the
townspeople.
The Neighbourhood
Improvement Plan (NIP)
in the north-east cornor of
the town has been ex-
tended for another year:
McCabe estimates
another six to eight
streets can be done than
planned for 1980.
These programs could
mean a very large am-
bitious road program for
