Crime will become more technical, more sophisticated, In attempting to for- mulate a solution, numerous factors must be considered. What is an appropriate deterrent? Given the socio-economic background of the ac- cused, and the cor- poration's involvement, do we need higher fines, greater use of jail sen- tences, more publicity about those eventually convicted? What preventative measures are possible? Is there sufficient screening of Personnel engaged in computer facilities; to what extent. are employees having access to computers rotated- periodically 'in their fumes so Tfiat they are not in a position to concoct an extensive fraud scheme? Are the functional respon- •sibilities of a firm suf- ficiently fragmented and dispers.ed.._...among. ...a... number of. employees, thus giving no one per- sonfull---- carriage of a financial process which would permit. . per, petration of a fraud which would go undetected by other employees? Investigation • can ,.be difficult. Financial and business institutions are usually the ,first to un- cover the crimes.
