ELECTION
Meetings and cam-
paigning for the up-
coming Federal Election
February 18 will `soon be
in isrogress here; While"
campaigning will be at its
height at the ' end of
January and. into
February; one •important.
itern has to be-attended'to-
hy the public before that
-time. There were two
articles • in the recent
Signal -Star which • were
very explanatory in this
regard.
While much of the
enumerating will be done
by mail for this election
since the list of voters for
'the 1979 election is to he
used, there are those who
have changed • their
residences and therefore
will be indifferent polling''
'divisions and there are
some who will be 18 years
of age , by polling day,
Canadian citizens and
residing in Canada on
December 31, '1979:
In rural :areas, the
revising period for .the
voter's' . list is between
January 7 and January
30. If you have moved to
Colborne Township since

He told ,the audience
right now the average
size of flocks in the egg
businpSs in the' province
is 9,000 birds and he said
-the tradition . of, small
family farm operations in
;'Canada seems to be
continuing, unlike the
U.S.; where corporate
farms are becoming
more common.
Mr. Johnstone also
discussed the ' board's
quota leasing program
w t h t he
audience: --
. He said' under• the
leasing' program, one
producer can rent
another producer's -quota
for two crops.
Mr. ilohnstohe aid_.this,
plan, was- implemented by
.the board so provincial
producers would be using
all their nationally
„ ' allotted quota. . '
He said under this
policy, producers with a
chunk of quota they can't
use can rent if to a
producer. who' has space
in his barns and can
make use of'the quota.,
At theend-of a one year

• the board.
Mr. Johnstone said the'
Ontario ' Egg Producers
Marketing. Board wants
to keep quota in the
province utilized in. the 93
to• 94' per cent-. range so
other 'provinces won't
demand it.
He said the bulk of the
quota -has-been Teased by
five to • 15,000 bird egg
producers and the policy
' has Worked "very, very
welL. •
• Gordon Hill of Varna
told the board chairmen
he had read in a report,
that when quota values
got to high in an in-
dustry, en the boards
would int oduce more
quota. 'He sked .the
speakers whe this was
,.going to happen
Mr. McKinnon id the
OMPMB doesn't p n to
introduce more quo at
this time, since there is
enough quota for t e
market now. Mr,
'McKinnon said he
thought the comment on
new quota was -cautioned
with the comment that it
would only work in same
commodities. •
Mr. Johnstone said the
egg board will be
monitoring the prices to
which quota goes but told
Mr. Hill the organization
must work within
national quota bounds.

He said his board hopes
"quota values won't get-
out of sight."
He said the Canadian
Egg Marketing Agency
(CEMA) is now looking at
the export development
markets and hopes to be
able to sell Canadian eggs -
to the Middle East.
Following the question
period, • audience
members debated a draft
policy on marketing
quotas which will be
submitted to the Ontario
-• deratronof1 grrctra -.
re
board of directors.
Among the suggested
objectives of . • having
quota market values
were:
.::ta•
quo:value should _be
minimized;_
-I- quota should be used as
•an important tool ' to
restrict vertical in-
tegration - and • the ten-
dency to dominance of
production •. by a few
producers;
+ in the current (1979)
climate of opinion,
marketing boards should
continue to excJude,quota
market -value from any
calculations of cost of
production used for
purposes:,'' ' Of • "'price
• negotiation;
71-' quota administration
•should help the transfer
sof quota from those who
have it to those whaneed
In response to a
questdon from the.
audience, both marketing
board chairmans agreed
that eitiOta.marker value -
should be excluded from
calculating the cost of
production , for purposes.
of price,negotiation.
Mr. Johnstone said •he
didn't think the quota
market valve -should be
allowed into the price
negotiation formula,
since the farmer should
be able to recoverthe
cost of quota when he
'leaves the industry.
Mr. McKinnon said
calculating the cost of
quota in the price of
goods wouldn't be a
defensible position in
terms of the public. He
said interest. rates„
however, could,be con-
tidered depending on• how
t e formula is calculated..
The draft policy on
quotas will be discussed
at the OFA board level
and forwarde "-to the
Canadian Fedation of
Agriculture.
