An Implementation of these boundary changes under the Municipal Boundary
Negotiations Act. 19$1 would also provide for the following:
1. The effective date of the proposed change would be January 1, 11186 or
such later date as may be provided by Order -in -Council.
2. The assessment values of annexed properties would be brought to the
same level es currently in effect the Ing municipality. The purpose
of this Is to give equitable tax treatment to the annexed properties com-
pared with similar properties In the ing municipality.
3. There would be compensation paid to the other municipality by the an-
nexing municipality In return for the lands annexed. Only real propirty
of the municipality located In the area to be annexed, would transfer to
the annexing municipality. No other municipal assets would be tran-
sferred.
4. m. By -lows of the ing municipality would apply to the annexed
area on the annexation day with the exception of existing zoning by-laws
which continue In force, unless and until altered through the appropriate
amending procedures.
Any person or organization wishing to comment on these matters should deliver their
views In writing for the consideration of the municipal councils by the 12th day of

A volunteer driver picks the clients up at
their homes at 40.`a.m. and delivers them
home at 3 p.m. The drivers are.paid:20 cents
a kilometer which on a yearly basis
averages out to approximately $18,000 in
transportation costs alone.
In the future, Mrs. Armstrong hopes to
raise enough money for a wheel -chair van
not only to be used for taking clients to and
from the centre, but also to provide seniors
with a ride for hospital or doctor appoint-
ments. She says she has sought government
help for the van which will cost $26,000, but
there are no funds currently available for
rural transit system of this type. "They.
keep telling us they're working on it,"she
said.
On average, 15 clients come to the centre
per day to take part in the activities' and
especially the social aspect which is very
important to the seniors, she said. The
clients may be involved in crafts, watching
movies or perhaps playing a game of cards.
Through the summer months day -long ex-
cursions are organized to museums,
theatres or for a picnic. There's also bowl-
ing every Thursday afternoon. The centre
provides ample entertainment, but it's up to
the clients to. ultimately decide what ac-
tivities they want to take part in.
"We never have them doing things they
don't want to do. We can usually find things
they enjoy doing.:.The main thing is for
them to get out and do something different,"
she said.
Every day, the clients also sit down for
nutritious hot lunch which is included in
their daily fee, she said.
The clients, usually referred to the centre
through a medical source such as the public
health nurses or- the Victorian Order of
Nurses, are predominantly over 65 with ap-
proximately 25 per cent under 65, she said.
Many of the younger clients are involved in
the Stroke Club, which meets at the centre
on Wednesdays to use the exercise equip-
ment and the whirlpool bath.
Volunteers, as Mrs. Armstrong describes
them, are the ba bone behind the centre.

drivers.
They're involved in every aspect of the
programs, from helping to set up activities
for the clients to serving lunch. Daily, four
or five -Volunteers help out at the centre,

some of which have been with the centre for
over five years.
Not only does the centre offer support for
the homebound senior, but it also provided a
much needed break for the family caring for
a disabled elderly person.
"You've got to provide support for the
care -giver just as much as the person who
suffered the disability," she says.

come the feeling of isolation and loneliness.
"Seeing a different four walls can make all
the difference," said Mrs. Armstrong.

More volunteer
drivers are needed
Karen Scruton, of the Huron Day Centre
says drivers from Goderich are needed to
drive clients using the service who live in
Goderich.
While 41 per cent of the clients now using
the centre are from Goderich, 18 of whom
entered the program in October, only two
volunteer drivers are from Goderich. One
volunteer drives three days a week and the
other drives two to three days a week.
But, since most of the clients are being
driven by Clinton volunteers, the centre
needs drivers from Goderich, she says.
