Projects to be completed
Maintaining the momentum achieved
during the last term of Goderich council
should be the goal of the incoming council,
Mayor Eileen Palmer said in her inaugural
address to council on Dec. 2.
"On this council we have 75 years of
municipal government experience and'
plenty of vitality. The taxpayers have a
right to expect great or at least many
accomplishments from the council elected
this term," she said.
After the productivity of the last three
years, council should see the completion of
many projects in the coming term, she said.
Projects completed will be the harbor
project and the bluffs stabilization program.
"The completion of the harbor -project
should spur council to search for harbor -
related industries for Goderich," she said.
Ongoing projects include the development
at the main beach and St. Christopher's
Beach, phase four of the Ontario
Neighborhood Improvement Program
(ONIP), lighting on The Square, the
redevelopment of the Pioneer Museum and
the restoration of the CP Rail Siation.
"The pursuit of new industries remains
our objective but we also have to address the
lack of rental accommodations and the
shortage of low income housing," said the
mayor.
In the future should also be the
construction of a new 1000 foot runway at the
municipal airport, the development of the
Tiger Dunlop Festival and a five year
cultural and recreational plan.
A feasibility study recently initiated by
the recreation committee to look into the
possibility of an indoor pool complex may
also lead to a * ro'ect for council she said.
Judge Francis Carter also addressed the
council after hearing each member of
council recite the declaration of elected
office and oath of allegiance to the Queen.
"I'm especially glad to be here this year
because it's the first year in 12 years I've
had a vote, thanks to the Charter of Rights,"
he said.
Carter told council that the mayor's job is
an onerous one, symbolized by her chain of
office. He added that the word mayor comes
from the Latin word meaning first among
equals.
"Congratulations to the mayor f- r her last
three years. I'm sure with your 1ei dersbip,
the next three years will be every 'bit
• successful," he told the mayor.
Carter also said the word council was a
special word meaning a gathering of people
which goes back to the Council of Nicene,
the first council of the church.
"If we go farther than that, the first
counsellor was the prince of peace (Jesus
Christ) although with a different spelling
than councillor. There is an ideal you have
to live up to," he said.
Members of the standing committees of
council include Councillors John gStringer,
Bill Clifford and Peter McCauley on
administration and personnel committee,
Councillors Stan Profit, Jim Searls and
McCauley on works and property, Deputy
Reeve John Doherty and Councillors Glen
Carey and Stringer on parks and waterfront,
Carey and Reeve Harry Worsell on fire
committee, Profit and Searls on traffic
committee and Worsell and Doherty on
environment committee.
The mayor is an ex -officio member of
each committee.
