"The protection of society from illegal ,
behavior is a serious matter," said Keyes.
"In the meantime we are coping with the
•problems:. as they; arise. Police, the courts
and ,correctional: officials have
demonstrated their commitment to the
spirit: of the. actby coming up with positive,
innovative solutions."
One such solution, said Keyes, is pro-
viding a secure custody program for
selected young offenders on an interim
basis at the Bluewater facility.
Police and the public have objected to
several provisions in the act especially the
prohibition against identifying young of-
fenders by name, which they say is
hampering police investigations. of those
who have already been convicted of a prior
offence.
Concern has also been expressed about
the legislation . which prohibit;, a child
under the age of 12 from being charged
with a criminal offence regardless of the
crime committed: The logistics of housing
accused young people in separate remand
facilities for 16 and 17 year olds is placing
heavy transportation demands on some
local police forces,acid the courts have ex-
perienced some difficulties in interpreting
the act.
"We find it somewhat disheartening that
we are seeing as we saw when they were
treated as adults, that some 16 and 17 year
old offenders have already established
crime dependent lifestyles. Some, who
have previously been dealt with by the
courts as adults, are taking their treat-
ment under the young offenders act less
than seriously." said Keyes.
The impact of community interaction on
the efforts made witli these young people is
something the Ministry of Correctional
Services looks forward to with great ex-
citement and hope, said Keyes. The oppor-
tunities for direct involvement in correc-
tions by citizen volunteers is substantial.
"Most significently-this community can
affect corrections and the Bluewater Cen-
tre with its interest, understanding and in-
put," said Keyes who is also the minister
of corrections.

The school is operated by the Huron
County board of education with the finan-
cial backing of the Ministry of Education.
Funding for the school comes from a
Ministry of Education grant, not local pro-
perty taxes, says DeGrandis, but the
Huron board provides administration,
teachers and curriculum in consultation
with the centre's staff. The school offers
Grade 9,10, and 11 credits and one resident
is taking some Grade 12 courses.
