The new councillor has a suggestion for segregation of garbage at the township landfill site. She said household segregation of garbage is a good idea and council should act on township resident Fran McQuail's \ recommendations. McQuail appeared before council last year and requested residents start segregating the garbage in their homes Hamilton suggested groups such as the Girl Guides and Boy Scouts, who conduct paper and bottle drives to raise money, could have depots at the gate to the landfill site where township residents could drop off their papers and bottles for collection. At present the groups only collect from village residents and depots at the township landfill sites could increase the recycling of papers and bottles. Hamilton said it's a practical idea she saw in use in New Zealand where lived for a year with her husband, Klaus Seeger and their two pre-school children, Peter and Sarah. The family has just returned from New Zealand where Klaus worked as a public health inspector on an exchange program. Hamilton, who is the former editor of the Blyth Standard, is a reporter with the farm publication, The Rural Voice. She says she has been interested in municipal politics since her days as a newspaper editor and she looks forward to becoming involved at the local level. Her father-in-law is a former West Wawanosh councillor and it was at his instigation that she filed her nomination papers for council before she left for New Zealand last November. Hamilton said she has talked with township residents who expressed the need for fresh blood on council and Hamilton decided to run for council. She says she was surprised to return home from New Zealand and find she had been acclaimed to council. Hamilton has been reading through back issues of The Lucknow Sentinel and will be talking with township ratepayers in an effort to bring herself up to date on council business. She says she believes she understands the issues and The history of the sewage treatment disposal controversy which will enable her to make a credible contribution to council. Follow- ing considerable discussion about separa- tion of combustible materials from scrap metal and the state of the market for scrap, the matter was again deferred to the December meeting of council. Council heard the engineer's report on the Miller-Raynard Municipal Drain. To distribute the costs of the work of con- structing the drain and apportion the future maintenance costs, the engineer was re- quested to prepare a report. Council pass- ed a provisional by-law and a court of revi- r ion on the assessments in this by-law was for December 3. Councillor Bruce Baynard, the only drain t.wrier present. abstained from voting on tnis motion. Council accepted the tender of Thos. Dooley of Arthur for the timber at the Inglis Pit for the sum of $1,500. The road superintendent indicated he did not concur with one item on the invoice received from the Huron & Kinloss Tunicipal Telephone System for damage to t 'l:phone cable during road construction. The matter is being handled by Frank Cowan Inurance Company and the conten- tious item has been brought to their attten- tion. The building inspector presented three ap- plications for building permits to council; S. Harman, cottage, G. deGraaf, mobile home and R. H. Ellison, steel granary. Neil Stapleton has requested a cleanout of the J.B. Young Drain. Council approved the application for a loan for tile frainage sub- mitted by Alex Nivins. Council supported a resolution from the Huron County Federation of Agriculture im- posing a morartorium in Huron County on all farm foreclosures until fair and equitable legislation is in place. They also supported a resolution fro the Town of Durham that the province be requested to amend the School boards and Teachers' Col- lective Negotiations Act to provide where an agreement cannot be negotiated between a baragainig unit of a teachers' federation and school board that the matter be resolv- ed by binding arbitration and it shall be an offence for teachers to strike or walk out or for a school board to lock them out. Council did not concur with a resolution from the Township of Puslinch to require gravel pit operators to pay a levy of four cents per tonne to the municipality in which it is situated on all extractions. Councilpassed a motion that should a surplus be evident upon completion of the 1985 financial statements, any amount in ex- cess of $10,000 rounded to the nearest $100, be placed in the reserve fund for replace- ment of capital equipment. A motion was also passed that $25,000 in- cluded in the 1985 budget for capital expense be placed in reserve for capital expense.
