This includes advice on how to ac- cess various social service and assistance programs offered by the provincial and federal governments. In addition, the pro- gram will provide farm families with finan- cial assistance during the period of job sear- ch, and further financial and counselling help to enhance their employment oppor- tunities. — an awareness campaign to tell farmers their rights and how to access them if they have problems. For example, the current Farm Operating Credit Assistance Pro- gram (FOCAP) provides for a third party review of the viability of a farmer's opera- tions before a creditor can take action. Debt program needed farmers tell task force A federal -provincial program for debt set- aside is the most urgently required new in- itiative for agriculture, according to a brief submitted by the Christian Farmers Federation of Ontario to Ontario's Inter- ministerial Task Force on Agricultural Finance. The brief asks the task force to "take im- mediate steps to develop a federal - provincial debt set-aside program". The CFFO wants a debt set-aside to help farm families in financial difficulty long before equity is all gone. The federation is concerned that the debt restructuring that financial insititutions now agree to, comes much too late and that family farmers do not receive equal opportunity for such debt review. The federation regards the warnings by banks that third party review of debts wi:U result in banks withdrawing from agricultural lending as an overstatement. "Lenders' willingness to supply credit in the long-term will be affected," the brief says, "but, in only a minor way". Banks have already made drastic changes in their agricultural lending policies, according to Tom Oegema, CFFO's President. "These changes are both overdue and legitimate, and will continue whether or not there is a debt set-aside," Oegema says. "Our new economic reality is already forc- ing the changes." "A formal debt restructuring process will only have a marginal impact on lending practices," Oegema argues. "And the im- pact will very likely be positive since a debt set-aside will bring greater stability to far- ming." The Federation also asked= the Task Force to support an early renewal of the Beginning Farmers Assistance Program and to sup- port the development of a program of com- passionate social assistance to the many farm families being forced off their land.
