Future generations will judge the wisdom of our present course of action BY: JOAN VAN DEN BROECK SCHOOL BOARD TRUSTEE, Not very long ago, the former Minister of Education, Dr. Bette Stephenson reaf- firmed "the general merit and the value of a universably accessible, publicly sup- ported school system, a system which con- tributes to concensus and is a countervail- ing force against social fragmentation". This philosophical position, politically mandated by the School Act of 1850 through the efforts of Egerton Ryerson has been the over-riding principal governing education every since. However, because of the initiatives of former Premier, Bill Davis, 1) to imple- ment full -funding for Separate High Schools and 2) to study private schools and their possible funding and 3) to study and make recommendations concerning the financing of` elementary and secondary education, there is now a fundamental shift in the philosophical approach to the delivery of education service;#. The impact, of this philosophical change will have the most profound effect on the educational` system since its inception in 1850. In my opinion, the public education system, in the form we now know it, will not sru-vive the turn of the century. Whether or not this will be for better or worse remains to be • seen. It is ironic to note that, between 1850 - 1860, the Anglican Bishop Strachan was Ryedon's most powerful political oppo- nent to public education. The Angllcan- Roman Catholic coallition to enshrine - denominational schools was skillfully, rebucked by Ryerson and the present system became law, restoring certain rights in respect to separate schools by the Acott Act of 1tso3. Today, the most vocal and visible Church spokesman in defence of the public school system is the Anglican Archbishop of Toronto, the Most Reverend Lewis Garnsworthy. We have truly come full circle and, as surely, the outcome of the current debate will have the same weight of importance as those negotiations and political manoeverings that took place in our province over a hundred years ago. Despite its acknowledged shortcomings, the public school system has served us well. Visions of its future are now clouded and uncertain. Whether or not a publicly funded fragmentation of this system, which has developed overthe past cen- tury, can better address the needs of our count' and its children remains to be seen. The wisdom of the present course of action will have to be left to future generations to judge. Come join in the celebration!
