County divorced from
Family and Children
Services council learns

Huron County Council and the Family
and Children Services of Huron County are
now "divorced" and some county coon=
cillors aren't happy about the situation.
An association between the agency°and
the municipal group which has existed for
over 73 years was severed by the province
effective the begining of 1985.
Deputy clerk -treasurer Bill Alcock said
all 'the records of the Family and
Children's Services, formerly known as.
the Children's Aid Society, are looked after
by the county clerk -treasurer's office. This
is the same procedure used for the Huron
County Health Unit, the county library and
other county departments.
The county charged a nominal fee, as it
does to all these departments for maintain-
ing the books.
However, Mr. Alcock said no other
Children's Aid Society in the province has
a similar arrangement with a municipali-
ty.
The deputy clerk -treasurer said the
county looked after the agency's payroll
and accounts. Now that task is handled by
the agency's director John Penn and its
business manager. •
Mr. Alcock said there was a meeting
with former community 'and social ser-
vices minister Frank Drea but nothing was
accomplished.
"Council's feeling was that the two (Mr.
Drea and the ministry's deputy minister)
were siding with the regional program
supervisor," said Mr. Alcock.
The .regional program supervisor Mark
Roberts was "adamant" about having the
records removed from the county office
said Mr. Alcock.
Huron County pays 20 per cent of the
Family. and Children's Services budget. Of
an approximate 1984 budget of about $1
million, the province paid $800,000 and the
county paid $200,000.
The deputy clerk -treasurer said council
has and will continue to have four
representatives to the agency's board of ''
directors. This year, those members are
Warden Paul Steckle, Exeter deputy -reeve
Lossy Fuller, .Zurich reeve Isadore
LaPorte and Hay deputy reeve Tony
Bedard.
Also Mr. Alcock said that he personally
was elected as a member -at -large to serve
on the board of directors. He served as
secretary -treasurer since he was first
elected in 1975.
He said he chose not to be the secretary -
treasurer this year and was not re-elected
to the board. Mr. Alcock said it was handy
tohave the records at the county office,
but he was not representing the county
while Family and Children Services
secretary -treasurer.
It's upsetting to have the long-time close
relationship severed said Mr. Alcock.
Offer option on half acre of land
A Sarnia wholesaler has been offered an
option to purchase a half -acre parcel of
land on Suncoast Drive North by the
town's economic development committee.
Subsequent to a request for information
on available land from Bob Taylor of
Lakeland Industries,Sarnia, the commit-
tee offered to extend an option to purchase
on the half -acre parcel near Suncoast
8nterprises. A letter has been sent to
Taylor and the matter will be handled by
the committee at a future meeting.
