facts and figures'<on the number or incidents
of family violence in . Huron County.
Evidence, from London, shows , family
violence as high as 15 per cent and Dr.
Reberg noted, "Using these kinds of
numbers, it gives us no reason to believe
that Huron is an exception."
The program requires six to 10 men to
begin the group, and counsellors believe
that it will only be a matter of weeks before
the project will be underway.

The counsellors are confident that the pro-
gram will be well received. Ms, Thomson iii
a report to the Task Force, noted, "jt is our
conviction that a widely publicized program
focused on the problem of family violence
would offer an attractive alternative to Hien
caught up in destructive behavior in their
families and elsewhere. The justice system,
lawyers and courts may well refer men in
need of this help."

postponed because of weather conditions
and held on Wednesday, March 6, 1985,
Bills and accounts in the total amount of
$47,461.92 were approved and ordered to be
paid. Included in the figure were amounts of
$18,274.22 to the Treasurer of Ontario for
repayment of tile drain debentures,
$5,125 00 for fuel and heating oil and
$2,335.76 for grader repairs. The Treasurer
also r ported that Interim Tax Notices had
been mailed on March 6th, with payment
due date of March 22nd.
Due to a special fixed assessment cost of
$14,454.44 levied against the County of
Huron and the Township of Colborne under
Section 26, The Drainage Act for the Sher-
wood Municipal Drainage Works, an amen-
ding by-law was required to correct earlier
by-laws and therefore By-law No. 6-1985 to
amend By-law No. 16-1983 and By-law No.
19-1984 was given all required readings and
was passed. The amending by-law was of a
housekeeping nature and does not,affect the
assessments set in the engineer's report. '
The Road Superintendent reported that
during recent winter storms he has received
many requests to open roads so that bulk
milk trucks could pick up milk from farms.
In many cases, provincial and county roads
were closed when such requests were
received. Council advised the road
superintendent that he was not to place the
road department men or equipment in
jeopardy and not to respond to such requests
in extreme weather conditions unless and
only if the farmer's milk storage tanks are
full andhe has no reserve capacity left.
Also, many complaints had been received
about our plows filling m driveway en-
trances. This cannot be avoided and council
advised that such complaints will not be
responded to.
A building permit has been issued to
Wilfred McLean, Part Block C, Saltford, to
build a conventional peaked roof over the at-
tached garage on the east end of hishouse
and to construct a sun porch on the west end
of the house. In other business, council ap-
proved the attendance. of the road
superintendent at a . road school at the
University of Guelph from May 5 to 8th in-
clusive, and that the clerk, in his capacity as
the township's chief building. official, attend -
a one day seminar on March 28th at
Woodstock, on By-law Enforcement, Pro-
perty Standards and Building and Zoning

An application by the trustees of the Ben -
miller United Church to convey to Bell
Canada for easement purposes, a small
16.40' by 35.71' parcel of land on the
southeast corner of the church property was
dealt with as per questionnaire of the
Huron County Planning and Development
Committee and, an application by M.P. and
E.G. Rogers, R.R. 5, Goderich for a tile
drain loan to drain approximately 13 hec-
tares •of agricultural land iia the southeast
quarter of Lot 2 and the West half of Lot 3 in
Concession 6 W.D. was approved, subject to
the availability of funds.
Council discussed. at some length the mat-
ter of upgrading some of the -culverts under
township roads: With today's motorized
vehicles and increased vehicle speeds, some
of these culverts which were adequate for
all traffic a few years ago, are now becom-
ing inadequate. A resolution of council calls
for thescheduling of upgrading of ..our
culverts and bridgesin our road system as
funds became available and that all" culverts
and bridges in thetownship be signed
and/or marked with reflective devices.
The meeting adjourned to 8:00 p:m. on
Tuesday, March 19,1985.
