He says it's great to be back in Huron County where a car- ing community helps to make his job easier. ( Hundertmark photo) John Penn is glad to be back with Huron Family and Children's Services After three and a half years working in Windsor, John Penn, executive director of Family and Children's Services in Huron County, says its- great to be back in Goderich. . The executive director in Huron from 1976 to 1981, Mr. Penn returned to Goderich close to two weeks agO and says he received a warm welcome from both the .staffof Family and Children's Services and the community. He replaces Don Lugtig who resigned nine months ago for health reasons. - "We have an excellent staff here and they've done a great job holding things together without an executive director for nine months," he says. Since working in an urban area, Mr. Penn says one of the best resources of the Huron .1gcncy.,:,..is. the. cooperation by. volunteer incrmernhera of the ,communi- ty. "In Huron, we can usually find as many placements in foster homes for kids as we need no matter how difficult they are. They go into a. far more nuturing, loving and caring environment than, in an in- stitution. The cities would give anything to have that kind of commitment from their communities," he says. Though agencies in rural areas are said es -since -they -have -n community support can usually make up for that. "We' have some pretty powerful resources in people who care," he says. The idea of safe homes for battered women and their children that has been implemented in the county is a marvellous one that is typical of the people who live in Huron County. "They're so caring," says Mr. Penn. p • In the next year, Family and Children's • Services in Huron will be spending a lot of • time learning about Bill 7'7, the Child and Family Services Act which has received Royal Assent and should be proclaimed as • law by the provincial government by July 1. The bill brings together 10 pieces of legislation and contains more checks and balances for the Family and Children's Services s,ygelin,„. "It holds social workers More itecetin-r- table for their -work. by . asking for more solid evidence in the case of child abuse. It could also be more expensive and time- consuming,” says Mr. Penn.. • .Mr..
