This caused such an uproar that the Royal Commission on Ulectrtc Power Planning was established to study this and manyother aspects of Hyd�lrr'o s planning. After . several million dollars arid several years of study and Hear- s- ingsthe Porter Commission recommended that, one more line could be built out ' of Bruce and THAT IT SHOULD HAVE MINIMUM IMPACT ON PRIME AGRICULTURAL LAND. Tulips will beautify town Dear Editor: The Jubilee Committee of Legion Branch 109, which is now promoting the Diamond Jubilee of the Royal Canadian Legion, has decided to purchase a total of 3000 Jubilee tulip bulbs to donate for planting at various locations in our community. These locations include the cenotaph, the cairn at the Maitland cemetery, the 109 homes, the Branch flower beds and the town flower beds such as the large one at the cor- ner of Elgin and Waterloo streets. Of the total, about 600 bulbs will be donated to the students in grades two and three in our local schools for their own per- sonal planting. These hybrid bulbs will be planted next September and we will look forward to numerous displays of fiery red blooms in the spring of 1986. These displays of Jubilee tulips will be living evidence of the 60th bir- thday of the Royal Canadian Legion. If you have not yet placed your personal order for Jubilee tulip bulbs, we request that you contact the Branch or myself or watch for details for placing an order in our next advertisement in the Signal Star or Branch bulletin. - If you have no space at home to plant , Jubilee tulip bulbs possibly you would like to donate to the Branch tulip bulb fund which is being used to beautify our community and mark the 60th anniversary of 'the Royal Canadian Legion in Canada. In the London area rebuilding a 115 kV line would minimize new impacts on agriculture:, The Hearing Board agreed with us and told Hydro to proceed with our pro- posal. When Hydro had developed this plan to the stage where they identified specific line tacations a group of land' owners and urban cotta a owners got excited and took Hydro and t ellearing Board to Court on the legal questioi of adequate notice. The Court nullified the Hearing Boards decision on this hlegal technicality. This put Hydro back to square one and 'Hydro decided -to develop line locations from Bruce to London before proceeding with a new Hearing.. The.. Original Hearing Board held well publicized and well attended Hearings, It received input from the Ministry of Agriculture and Food as well as from con- cerned farm groups. I believe it made a wise decision. It seems unfortunate that 34 days of hearings were nullified at the last mo- ment by the action of people who hadn't bothered to be involved when they had the opportunity. Dear Editor, Prime Minister David Lange of New Zealand is to be congratulated for his stand against allowing nuclear weapons or nuclear -powered vessels into his country. A pathetic contrast is Brian Mulroney and his government as they timidly and half- heartedly support U.S. belligerency, thereby compromising our sovereignty, belittling us ,in the eyes of the world, and leading to destruction. Just who is threatening whom? The U.S. has ringed the, Soviet Union with 2500 military bases and installations in 30 coun- tries. Three months after Hiroshima they had plans for the atomic bombing of USSR. Immediately after V.E. Day, General George Patton was urging the immediate in- vasion of Russia with the help, of course, of any surviving Germans still keen to fight. For 40 years we have been speaking of Russia as "the enemy", and saying "when war comes", not "if war comes!" All Russia's western cities and industries had been pulverized, over 30 million soldiers and civilians killed. In contrast, this continent has never known total war. We have an economy geared to war, or the threats of war -"Hag- ridden by the fear of peace," as the late Ane urin Bevan stated in the British House of Commons. Many of us remember the bread- lines of the Dirty Thirties melting Onto, the recruiting lines, and the odd cynic shouting "Hooray for Hitler." To many, war simply meant bigger pay- checks and more beer in the ice -box. I don't seem to recall a single beer -strike! Bodies coming home in neat, flag -draped coffins were much easier on the eyes than gutted homes and occupants. Canada must divorce herself from the Reagan "strike first" mentality and strategy of a "limited winnable nuclear war." Provocation, not protection, is all we net from this association. We must declare ourselves strictly neutral and act according- ly. The present campaign to modernize the D.E.W. (District Early Warning) line is an excellent idea, ` providing we man it ourselves and make it very clear to the rest of the worlEl that WP will P monitoring for missiles from BOTH directions! It will take courage, not cowardice, to counter the crushing momentum of the arms, race and to revise our thinking and organize for peace instead of for war. I fully realize that I am speaking the unspeakable When I even suggest that we will have to abandon some of our nationalism, learn to rely on trust rather than the threat of mutual annihilation. I hope this last statement will not cause my Legion Membership to be revoked, or bring the Mounties barrelling between the banks of snow on our lane, to check me out! J.C.
