Over half will be spend on road construction, resurfacing and engineering studies. The largest single project proposed for this yea is a $1.1 million road construction of 9.3 km on County Road 3 from Highway 4 to County Road 12. A second road construction project, on County' Road 22, is expected to cost $670,000. The project involves constructing 8.2 km of road from County Road 20 to Highway 86. • Four roads are earmarked for resurfac- ing at a total cost of $1.1 million. The roads are County Road 38, 34, 3 and 13. The cost of resurfacing two kuometres on County Road 34 is to be shared with Perth County. Another shared project with Perth is hot mix paving on County Road 14. Other road department. _expenses_totaL.• $2.8 million. This includes almost $800,000 for regular road maintenance. County engineer Bob Dempsey put $640,000 in the budget for winter control. Last year he budgeted $625,000 but only spent $610,000. The road department had a surplus of $683,000 last year which i being turned over to revenue in the 1985 bildget. Mr. Dempsey said a special request of $300,000 forjthe road department -last year was spent on the projects it was specified for. •The county engineer's anticipated pro- vincial grant of $3.3 million was reduced by $20,000 by the ministry of transportation and communications. Library board criticized BY STEPHANIE LEVESQUE An attempt to reduce the Huron library budget failed but not before chief librarian William Partridge came under heavy fire in the form of criticism. County council approved a library budget of $796,519, a 7.9 per cent increase over the previous year's budget of $727,536, However, last year's budget was overspent and expenses came in at $750,203. Past warden Tom Cunningham said the library ..should _-not._be _rewarded with a budget increase after overspending. Over $23,000 was overspent on book pur- chases, yet some or that was counter- -- --balaneed-by-underspending- ounter-----balaneed-ey-underspending an process -jag - and magazines. In November of last year, book orders were cancelled. Reeve Cunningham said the library budget should be cut to a four per cent in- crease. Hensall Reeve Har,rry Klungel said the overexpenditure of the library for the se- cond year in a row is "unforgiveable": "He should resign," said Reeve Klungel of the chief librarian. Bayfield Reeve Dave Johnston defended the county's department heads in general. He pointed the finger of blame to the library board. However, last year's library board chairman, Johri__Austin—sajd_.the board can't be blamed. Over $174,000 will be spent on books this year. =Council passes new travel Fallowance and pay bylaw 1 A heated exchange was held at Goderich council on Monday night over remunera- tion and travelling allowances for members of council, committees and boards and appointed officers of the municipality. Making the accusation "there's a few people milking the taxpayer," Councillor Jim Searls disagreed with the remunera- tion for council members and the travell- ing allowances presented in three by-laws before council. In by-law seven of 1985, remuneration for council members is $8,593.61 for the mayor and $4,296.81 for reeve, deputy - reeve and councillors.. " ' Travelling allowances in by-law eight of 1985 include 25 cents per kilometre mileage, a maximum of $35 per day for Meals, a gratuity of 15 per cent, a max- imum of $5 a day for taxi service, a max- imum or $3 a day for personal expense liv- ing away from home, a maximum of $5 a day for public relations and the total basic room rate plus tax for hotel expenses. ""If council goes along with this, I'd like to Se& full receipts for everything from conventions.1 don't go along with it," said Councillor Searls. Councillor Don Wheeler said he was con- cerned with Councillor Searls' accusa- tions. "I know of nobody who 'goes out to pur- posely milk the system. If someone is abusing the system they should be brought to task for it; he Said. "I'm very concern- ed about these accusations. I think they're denigrating to the municipality and all the employees of the town. ' Both Councillor Glen Carey and Mayor Eileen Palmer agreed that the close scrutiny of the travelling allowances preventg- , members and employees of council froin learning" more about municipal government. "This constant harassment ironically results with those who could benefit from these conferences from going„at all," said Councillor Carey. "People are reluctant to further their mbnicial eduction because they feel, that everytune an account is presented, it's torn apart at this table," said the mayor.
