Most of the 51 recommendations made in the report involved changes in university funding arrangements, and changes to the financing system and were grouped in two phases. Both phases were considered to be "integral", but Mr. Bovey believed that Phase I could be implemented immediately, while Phase II financing changes, many of which require negotiation with the federal government, would take longer. Phase I Accessibility "The differential corridor system" as a cost saving measure. Universities would be allowed to cut back enrolments by four to eight per cent, without losing any provincial funds (currently calculated according to enrolment). Bovey admitted that an average six per cent enrolment cutback would be anticipated, which would result in up to 11,000 fewer students. Tuition This would increase seven per cent im- mediately - an average increase of approx- imately $90 over the current average tuition, fee of $1200. This mould yield $15 million: $10 million for capital funds and $5 million to OSAP (Ontario Student Aid Program) grants. During the period 1985.1989, $152 million (or $108 million, discounted by 10 per cent in 1985 dollars) would be set aside to finance appointments of 550 young faculty members, which the report says is only half as. expensive as creating an early retire- ment scheme to create that number of vacancies. The Rousseau and Bolduc families of Stratford want their three children taught in French. Under Bill 119, every French- speaking pupil- in the province has the right to an education in the French language. Director of education William Eckert said the parents had been asked if they would be interested in sending their children to a French immersion class in Stratford but they said no. The matter has been referred to ad- ministration for a recommendation, but chairman Ron Marcy said the board has no choice but to provide the French language education as requested. The closest French language school to Stratford is in Woodstock. Huron -Perth administration will have to contact Oxford County Roman Catholic separate school board to see if it has room at its French school, Marguerite Bourgeoys.
