There will be a special service for all the
Brownies, Gaides, Pathfinders and
Leaders A St. George's Anglican Church
on February 7'at 7: 00 p.m.
The First Goderich Brovritie Pak has
discovered that they began 48 years ago on
April 12,1937 as the 14th I.O.D.E. Pack at
IVIacKay Ball. They are making a special
scrap book this year and would enjoy
hearing from any past members. Brown
Owl is Pat Dicks and her phone number is
524-2445 if you' have Brownie memories to
share.
The Pack is also planning an Old-
fashioned tobogganing party, coniplete
with hot chocolate and cookies, which is
something Brownies must have enjoyed 75
years ago. Thinking Day activities will
have a Mexican theme with songs, games,
visitors and, of course, a pinata.
The Second Goderich Brownies are all
making scrapbooks about other -countries
this month and will be learning abOut
Japan on Thinking Day. Barb Hunter is
going to be their special. guest and will
share a song or game and a Japanese craft
with them. The Pack is going to have a
special candle service that day too in
honour of the birthday of both Lord and
Lady Baden-Powell.

Liberals would end premiums•

In accordance with our Party's
longstanding determination to ensure
universal availability of quality health care
in this Province, David Peterson has made
two statements'on this issue recently, which
will no doubt be of interest to you.
At Liberal rally in Toronto, January 22, he
reiterated that a Liberal Government in
Ontario would abolish Ontario Health
Insurance Plan (OHIP) premiums. He
pledged the elimination of the premiums
and said that we would implement "more
progressive ways" of raising health
insurance money. For instance, the income
tax system could be used which would mean
that wealthy people would pay more for
medicare coverage than the poor.
• The elimination of-ORIE premiums has
long been the Liberal- Party position, and
was- erianeiate4 by- former Liberal- Leader
Stuart Smith. A Liberal Government would
initially and immediately freeze health'
insurance payments - now at $375 a year for
single people and $714 a year for families -
and would phase them out over ,a five-year
period.
As David Peterson pointed. out, "The way
the system is currently structured, a person
earning $10,000 a year pays the same
premium as the person earning $10 million a
year... That's a regressive tax".
At the present time; only three provinces -
Ontario, Alberta and British Columbia -

resort to premiums to underwrite their
medicare programs.
Our proposal is that money to finance ,
medicare would be raised through income
and payroll taxes. However, only those
individuals and companies able to afford the
levies would be called upon to make
contributions.
,David Peterson pointed out that new and
small businesses which now .pay OIIIP
— premiums for .their ernployees- would be ig
relieved of this burden,and only the more
profitable companies- would' be assessed a
payroll tax to support the health plan.
He stressed the need to."hring tax equity
back" and commented that "the same
money would be coming out of the collective
public, but in far more fair and equitable
ways."
Earlier in the month, on January 11,,
David Peterson renewed the call for action
on extra billing for Ontarians. In the
Province of Manitgba, months of continued
dialogue has resulted in an agreement
which will end extra billing in that province.

There's plenty of snow
Florence MacLennan of Kitchener,
daughter of Rhetta MacLennan, was at
home for a couple of days with her mother.
Sunday visitors with Barry, Betty and
Sharlene Jones were Barry's sister and
brother-in-law, James and Lenore McGill of
Thorndele and friends, Larry and Mary
Kirk of Tiverton.
The monthly meeting of the W.M.S. of the
Ashfield Presbyterian Church was held
Thursday afternoon at the home of Edith
Simpson.
Jirn and Cecil Webster of Waterloo were
home on the weekend with their parents,
Wellington and Kae Webster. They enjoyed
• snowmobiling with their brother-in-law,
Atlee Wise of Richfield, Ohio. On Saturday
after lunch they left the house to headnorth,
and before they turned around they reached
north of Underwood. The boys said there
was more snow up there than we had here.
On Saturday evening when Atlee was
making_his evening call home, he learned

also it was a lot colder there 8 degrees F.
compared to our 23 degrees F. here.
Charles and Mayme Wilkins visited with
their daught, Barbara Wilkins in aris or
couple of days.

Elizabeth Wilkins of Toronto, daughter of
Charles and Mayme Wilkins, was home with
her parents for the weekend.
A contender in the conservative Leadership
race has stated emphatically, that "we have

a $50 million a year penalty (in lost federal
transfer payments)", and suggested that
doctors be unable to extra bill in publicly
funded institutions.
David Peterson asks "where- are the
concrete suggestions frond" Ontario's
Minister of Health, Keith Norton or its
medical association?" Beyond an obscure
suggestion made by the Minister in October
that he was! looking at the possibility of
phasing out extra billing to allow a "non
disruptive period to occur"; nothing more
has been heard. He alluded to ongoing
discussion and impending announcement,
and stated, in response to a question from
David Peterson, on the 15th October
"Following, some „consultation with .the
federal government...and some further
consultation with, the_ medical corariatinity,. I
will be in a position to make
recommendations to my colleagues. I trust
that will be before the end of the Fall."
, The fall has come and,gone. Consultation
withthe Ontario Medichl Association has
been so low key that its president is
unaware of any ongoing discussions.
With just one month's "holdback funds"
equalling $4.4 million it would be possible,to
(a) fund a community health centre for any
of the underserviced areas of the North at a
cost of approximately $1 million; ( b) begin .
to establish the Home,Maker Program for
.the , Frail, Elderly and Disabled (first
proposed in 1979) as an insured service
under 01 -HP at less than $1 million per
month; ( c ) equip 100 physically disabled
persons with $10,000 worth of assistive
devices to ensure their self-sufficiency in the
community (the government has continued
to stall . on implementation of Assistive
Devices . for. Adults as an insured service
under OHIP); ( d ) provide funding to the
City of Toronto- to help fund the Crisis
Interventiep Centre as recommended by the
Mayor's Action Task Fore on Discharged
Psychiatric Patients (released almost one
year ago) at start up cost equalling $644,800.
As of January 19, it is estimated, the total
federal transfer payments being "held
back" equalled over $30 million for the
province of Ontario. clearly this province's
health care system cannot afford continued
penalties. Government action, without
(lelay, is absolutely essential.

The Third Goderich Guide Company has
had to change the date of their toboggan
party - due to our recent extra -heavy snow
fall! They are going to have it in February
along with their International Night. It's
going to be a busy month because they're
also polishing their talents for an evening
of entertainment at Maitland Manor.
Goderich •Guides, have been invited by
members of Katimavik to take part in a
Benefit Talent Show on March 6. All
proceeds will go to the little Kincardine
baby who needs a liver transplant.
The Second Goderich Guide Cbmpany is
having some very tiny guests at their
Thinking Day meeting, The girls are
bringing their Cabbage Patch Dolls to join
with them in the games. -Girls and guests
will dress in uniform a or international
costumes and enjoy such treats as cole
slaw, cabbage rolls, sauerkraut and
anything else they can find that includes
cabbage in the recipe.
