Council balks at salary, travel
allowance increase for 1985
Bylaws dealing with expenses and
- council members' salaries met with some
resistance at the council table January 21
and recommendations for increases will
be dealth with at budget time.
The three bylaws tabled until budget
time involved council salaries,
honorariums for committee and board
members and travel and other expenses.
The administrative committee
- recomineded that -council. members
receive a four per cent increase boosting
annual salaries to $8,593 for the mayor and
$4,296 for the reeve: deputy -reeve and six
councillors.
A. second bylaw set the retnuneration
paid to board and committee members at
$200: Members of the town's board and
committees are now paid an honorarium
of $150 annually.
The third bylaw set out the travel
allowance and expense shedule for
members of council.
In speaking 'to the bylaws, councillor
Jim Seaks expressed that the bylaws even
appeared on the agenda. "Council did not
ask the administrative committee to delve
into salaries and as far as the expense
bylaw goes, I, do not agree with 40 cents a
mile and $35 a day for meals," he said. "I
checked with industries and found the
average paid is between 17 and 19 cents a
kilometre. Ninety-nine per cent of the
conventions and seminars have meals
built in and $35 is way out of whack."
Commenting that any committee is
allowed to initiate diFusSionand ,111.4kO,
recommendations to council, councillor
Bill Clifford said the administrative
committee is already Working on its
budget and that the items in question were'
not discretionary.
"The bylaws were brought in for voting
and discussing and the increases are
really just ah updating," he said. "With
respect to remuneration, it's not really a
raise, just" the equivalent of the 'cost -of -
living. If you feel you're doing less , fine,
but don't vote against keeping up with the
times. With respect to meals, there's
integrity involved."

This year the Royal Canadian Legion,
which was founded at the Unity Conference
in November of 1925 and chartered in 1926,'
comrrlences the celebration of its 60th
anniversary of service to the veteran, the
member and the country.
One of a number of programs to promote
this special event is the Legion Diamond
Jubilee Tulip Campaign which is now
underway at all branches across Canada
including Goderich Legion Branch 109.
This Legion Tulip Campaign is made
possible through the assistance of the Dutch
Bulb Growers who are making available to
the Legion a hardy blood -red hybrid tulip
'which can be planted in the Fall of 1985 and
will bloom in the Spring of 1986 as a living
symbol of our Diamond Jubilee across this

The Legion tulip campaign is designed: to
beautify, Canada; publicize our Diamond
'Jubilee; promotes the image of the Legion;
establish, liaison between the branch and the
community; involve members of the
Legion, fraternal affiliates and members of
the Ladies Auxiliary in this national
'project; raise funds for Diamond Jubilee
projects at Branch, Provincial and
Dominion Command levels; and to maintain
our bonds with the Netherlands.
There are many areas which can be
enhanced by planting these tulips - the
Branch premises, municipal, provincial and
federal government properties, public
buildings, churches, cenotaphs, senior
citizens' honies, schools and public floral
displays.
Branch 109 is planning in co-operation
with other organizations to have Jubilee
tulips planted in a variety of locations in our
community. Local school children will also
be encouraged by the Branch to plant a few
bulbs next spring and as a result become
involved in our Jubilee.
Branch 109 is also requesting that
Legionaires and local citizens plant a bed of
Jubilee tulip bulbs in the Fall of 1985 and the
red blooms in the Spring of 1986 and,
thereafter, will be your personal
contribution to the Diamond Jubilee of the
Royal Canadian Legion.
From now until May 31 of this year ,
Goderich Legion Branch 109 is taking
prepaid orders for Jubilee tulip bulbs which
will be delivered to you in September of this
.year. The price of 100 bulbs is $26.75 and this

be ordered. Contact the Branch 109 Jubilee

are also requested to note the Legion tulip
