Monday, Jan. 21, 1985 is the "kick-off"
date for the 1985 Ability Fund campaign for
the Ontario March of Dimes.
The Campaign Chairperson for the
district is Ellen Connelly assisted by Shirley
Baechler, Pat Spence, Connie Connelly,
Sharon Moore, Mary Lynn Telford, Sue
Gower and Mary Ann Yates. Volunteers will
be distributing letters in an appeal to
residents in this community. Your support
will help break the bonds of disability for
adults in your community.
The Ontario March of Dimes faces an
enormous job. Hundreds of people become
disabled through accidents or diseases each
year. For some, disability strikes in the
prime of life when they are building, careers
or raising families. Then there are people
who were born with disabilities who need
help as they reach adulthood. There are also
many who face disability for the first time
when they reach old age.
When disability strikes, the Ontario
March of Dimes is there to help a person
discover their new potential and their
abilities. The organization offers: computer
job training; employment and other job
training; wheelchairs, electronic aids and
other devices; medical clinics; camping
holidays; assistance for groups of disabled
people so they can better represent
themselves on issues affecting their every-
day lives - in fact, a whole range of services
which help physically disabled men and
women to help themselves.
Over three-quarters of a million people in
Ontario are disabled and, sooner or later,
every family is touched by disability to
some degree. Your gift to the Ontario March
of Dimes -could offer htielp that is verx close

John Doherty steps up to depitty-reeve
The council of the town of Goderich has a
. new deputy -reeve.
John Doherty, a veteran of town council,
accepted the nomination to step up to the
deputy -reeve position at a special meeting
of council Monday eyenmg.
The seat was left:vacant subsequent to
the resignation of Jim Britnell who is now
Working as a commission member on a
Board of Public Inquiry which requires his
presence at public meetings throughout
the province. While Britnell anticipated
. •
that the public hearings would abate in
ecember, he said in a letter to council
that it appears the hearing portion of his
work will carry on through to March.
Britnell, the town's deputy -reeve for the
past two years and its representative, on ,
Huron County Council- was also chairman
of the'works Conainiftee.

Driver seat belt usage in Ontario has in-
creased 10 per cent since 1981 and more than
half the infants and toddlers are buckled in-
to an approved car safety seat.
"While the improvement in restraint use
by both adults and children is encouraging, I
am still very concerned that a large number
of vehicle occupants are subjecting
themselves to unnecessary risks," Ontario
Minister of Transportation and Communica-
tions James Snow said. "We have volumes
of 'hsearch to indicate that seat belts save
lives and reduce the severity of injuries, yet
some people still choose to ignore the facts.
"What is particularly baffling to me is
that parents are willing to put their children
in danger when child restraints have been
estimated to reduce fatalities by as much as
90 per cent when properly used."

come from a survey conducted across the
province last summer by MTC crews. For
comparison purposes, the same locations
and mid-day time periods were used as in
previous surveys dating back to 1975.
The researchers found driver lap and
shoulder belt use ranged from 64 per cent to
76 per cent in different regions of the pro-
vince, compared to a 45-68 per cent range in
1981. Usage -was highest among females and
older drivers, but no difference was
observed between rural and urban areas.
Child restraint use in general was up from
33 per cent in the pre -legislation days of 1981
to 55 per cent in 1984, with safety seats in use
by two-thirds of the children travelling in
their parents' cars.
"However, further observation revealed
that a high proportion of those seats were
not secured properly," Snow said. "Ob -
viously, , under those circumstances, they
aren't doing the job they're supposed to."
About half the harness straps were either
not fastened at all or fastened too loosely to
secure the child properly in the event of a
collision. Approximately two-thirds o the
toddler seats requiring tether straps we
net bolted to the vehicle or were bolted in
adequately to protect the child. Further-
more, almost 25 per cent of the seats had
been installed with the vehicle's lap belt not
used or not placed according to the
manufacturer's instructions.
"We will be using the information we have
collected to study ways of encouraging
adults to use child safety seats in a manner
that will provide optimum safety for their
children," Snow said:
