The proposed Official Plan Amendment would change the Plan designation of the parcel shown on the attached sketch from 'Residential' to °Core Commercial'. This would then permit the lands to be used for antique sales, or an art gallery. The proposed zoning amendment would then rezone the property from "112" (Residential) to a special C4 (Core Commercial) Zone which permits the above usef in association with a residential use. ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Official Plan and Zoning Amendments. Well, at least not in Courthouse Park in The Square. An animated Christmas display, beilt and erected in Courthouse Park by the Kinsmen Club of Goderich has been attracting a lot of attention this week and deservedly so. The attractive display, encased in glass and raised off ground level, features an animated Santa and Mrs. Claus checking over their Christmas list. Tastefully done and professional in appearance, the display adds to the serenity of the park. Rob Sherwood of Goderich convinced the club to take on the project this year, with the • dream that Courthouse Park will come alive with other animated displays in the future. "It's just part of our community bet- terment project," he said. "It's a new project we initiated this year and we hope to pitch it to the businessmen and other service "f clubs and organizations." Sherwood knows what an attractive setting and professional animated displays can do for the tourist industry of a small town. Like several other tour bus operators, he has bussed thousands of people to view the famous Christmas display in Simcoe, Ontario. While Simcoe features up to 150 animated displays, Sherwood said Courthouse Park is "a natural" for a similar display. While the park may only accommodate up to 30 displays, it could be a major tourist at- traction during the month preceeding Christmas. "We want to entice tourists to come to Goderich and put the town on the map," he said. "Two hundred and fifty thousand people go to Simcoe in the few weeks before Christmas and those people spend money on food, shopping and souvenirs. We could do the same thing here." The Kinsmen Club built its own display and Sherwood hopes to encourage groups, corporations, businesses, churches and organizations to follow suit. In January the club will prepare a master plan and will act as the policing body. "They are expensive if done right but they will last for at least 10 years." The plan has merit but getting it off the ground is the difficult part. Courthouse Park would provide an ideal setting for a group of animated displays and word would soon spread about the new tourist attraction. Sherwood maintains a healthy but guarded optimism, "It will either be a white elephant or it will fly." Godarith, Ontario St. Mary's Monthly Class attends first mass The November reporters and "Students of the Month" at St. Mary's Separate School are Jocelyn Rivera, Tammy Dick, Natalie Theriault, Michael Hyniewiecki, Wesley Brennan, Pheng Troeung and Cassandra Crabb. The kindergarten class attended their first mass in the school gym. They used a tape recorder to send messages from one kindergarten class to 'the other. Sean McDade received a power skating badge and two badges in Beavers. In Grade 1, Jean Bouchard underwent heart surgery in London. Everything looks good for Jean. The Grade 2 class is enjoying preparations for their first Holy Com- munion. They attended a special mass for Remembrance Day and every student wore a Poppy. Grades 3 and4 went to the mall for a food project. Lee Anne Langford won the French award for November. In Grade 5, Wesley Brennan's poem about Remembrance Day was chosen to go on in the Legion competition. Wesley also won the French award for October. Shoana Martin won second in the poster competition and Jimmy Craig won fourth in the slogan contest. The Grade 6-7 class is working on 'a science project on astronomy. Anne -Marie Bedard's Remembrance Day poem went on to the Legion. The Grade 8 class went to the Cenotaph for Remembrance Day. The poem chosen to go on to the Legion was ,by Miriam Weerasooriya and the essay picked was by Janet Sherratt. The posters chosen were by Debra Drennan and Brennan Mulhern. A student teacher, Mrs. Doherty, was present for two weeks. The school float placed third in the Santa Claus parade. Sports The senior boys placed second m Huron - Perth for volleyball and the senior girls placed fourth. In flag football, the senior boys placed second in Huron -Perth. OMB rules on severance The Ontario Municipal Board held a hear- ing in the case of Adrian Bayley's objection against a severance granted by Huron Coun- ty Planning and Development Committee to Pauline Ingram in Hay Township. The hear- ing took place in the Assessment Boardroom in Goderich on Tuesday, December 6. The Board's chairman was V.M. Singer. The severance had been granted by the county in August this year; it was one of the first cases handled wider the new Planning Act. The council of Hay Township had recommended the severance. Mr. Bayley, the only next-door neighbour, had no prior notice of the application. The application for severance and the County's decision referred to "compas- sionate grounds". The severance did not comply with the Township Secondary Plan. Upon extensive examination of the cir- cumstances leading to the severance, the Board's decision was to allow Mr. Bayley's objection and to refuse the severance. Mr. Singer stated that what had been establish- ed was a "hardship case", not an acceptable ground for severance. Mr. Bayley said after the hearing that he was "neither happy nor unhappy with the decision. These situations have no winners. It has upset people on all sides, it has taken a lot of time, trouble and expense for all con- cerned. If the Hay Township Council and the County had acted in a more responsible manner, all this would not have been necessary. On the positive side I am glad that the County now has new rules and regulations for notification. The lesson is that prior information and discussion is best for all."
