NOTICE OF £ PASSING OF A BY-LAW BY THE
CORPORATI e`N OF THE TOWN OF GODERICH TO
REGULATE LAND USE PURSUANT TO SECTION 39
OF THE PLANNING ACT, R.S.O. 1980
TAKE NOTICE that the Council of the Corporation of the Town of Goderich has
passed By-law 37-1903 on the 11th day of July, 1983, pursuant to the provi-
sions of Section 39 of The Planning Act, R.S.O. 1980.
The following Schedules are attached hereto: zx
1. Schedule 1, being acopy of By-law 37-1983.
2. Schedule 2, consIsthtg-of the fallowing:
I. An explanation of the purpose and effect of the by -low,
II. A key map which shows the location of the lands to which the by-law applies.
3. Schedule 3, being a statement from the chief planning officer of the municipality in
which the land to which the by -low applies Is situate,
4. Schedule 4,, being a statement of the chief planning officer of the county in which the
land to which the by-law applies Is situate.
ANT PERSON INTERESTED MAY, within twenty-one days after`the date of the moiling, personal service, or publication
of this notice, file with the clerk of the Corporation of the Town of Goderich notice of an objection to the approval of
the sold by-law or part thereof together with details of all or that portion of the by-law to which there is objection
and detailed reasons thereof.
ANY PERSON wishing to support the application for approval of the by -low may, within twenty-one days after the
dote of the mailing, personal service or publication of this notice, file with the Clerk of the Corporation of the Town
of Goderich notice of support of the application for approval of the sold by-law,
If no notice of objection has been filed with the Clerk of the municipality within the time provided, the by-law
thereupon comes Into effect and does not require the approval of the Ontario Municipal Board.
If a notice of objection has been filed with the Clerk of the municipality within the time provided. the by-law shall be
submitted to the Ontario Municipal Board and the by -low does not come into effect until approved by the Ontario
Municipal Board.
This notice applies to all abutting owners of lands in the Townships of Colborne and Goderich,

SCHEDULE 1
The following is a copy of By-law 37-1983 of the Corporation of the Town of Goderich.
THE CORPORATION OF THE TOWN OF GODERICH
RT -LAW NO. 37 of 1983
A by-law to amend by-law No. 29 of 1972
WHEREAS THE Municipal Council of the Town of
Goderich deems it advisable to amend By-law Number
29 of 1972. as amended;
NOW THEREFORE the Municipal Council of the
Corporation of the Town of Goderich ENACTS as
follows:
1. That Section 2 is hereby amended by adding after
Subsection 16(n) thereof, the following new Subsection
16(o):
16(o)
"HOME FOR RETARDED PERSONS" means a residential
dwelling for the residential accommodation of
retarded persons, provided:
i)
that such Home is approved by the Minister of
Community and Social Services under Section 3 of The
Homes for Retarded Persons Act, R.S.O. 1980. and
amendments thereto;
ii)
that such Home is maintained and operated by a
corporation approved by the Minister of Community
and Social Services under Section 2 of The Homes for
Retarded Persons Act, R.S.O. 1980, and amendments
thereto;
iii)
that such Home is operated as a single housekeeping
unit in which 3 to 10 residents, excluding staff, live as a
family under responsible supervision consistent with
the requirements of its residents;
iv)
that any residential dwelling used as a Home for
Retarded Persons be fully detached and exclusively
utilized for this purpose;
v)
that it is clearly demonstrated to the Municipality that
such Home is required to meet the needs of the
community and that proper support facilities are
available;
vi)
that such Home is registered by the Municipality
pursuant to Section 236 of The Municipal Act, R.S.O.
1980, and amendments thereto;
vii)
that such Home is issued a Certificate of Occupancy by
the Municipality pursuant to Section 39(5) of The
Planning Act, R.S.O. 1980, and amendments thereto;
viii)
that such Home is in compliance with the requirements
of all Municipal By-laws.
2. That Section 2 is hereby amended by adding after
Subsection 2(54) thereof, the following new subsection
2(54a):
2(54o) "OUTSIDE AMENITY AREA" means an outdoor
rear yard amenity area within the boundaries of o lot
for aesthetic and recreational use and may include
landscaped open areas, patios and swimming pools but
shall not include any driveway or parking area.
3. That Section 9(1) (a) is hereby amended by adding
thereto the following use: "a home for retarded
persons"
4. That Section 10(1) (a) is hereby amended by adding
thereto the following use: "a home for retarded per-
sons"
5. That Section 15(3) (a) is hereby amended by adding
thereto the following phrase: "and may also Include
the establishment of a home for retarded persons sub-
ject to the provisions of this By-law;"
6. That Section 7 is hereby amended by adding after
Subsection 7(12) a new subsection 7(13) as follows:
07(13) HOME FOR RETARDED PERSONS
No person shall use any lot or erect, alter or use any
building or structure for the purposes of a home for
retarded persons except in accordance with the provi-
sions of Section 16(o) and Schedule "A" hereof and the-

SPECIAL PROVISIONS:
(a) SEPARATION DISTANCE BETWEEN HOMES FOR
RETARDED PERSONS
Minimum 300 metres
(b) PARKING
Minimum 1 parking space per 3 beds
(c) HABITABLE ROOM AREA FOR RESIDENT
Minimum 18.58 square metres
(d) BEDROOM ACCOMMODATION
Minimum
4.65 square metres of floor space and 11.33 cubic
metres of air space for each resident under 16 years of
age and;
6.97 square metres of floor. space and 16.99 cubic
metres of oir space for each resident 16 years of age or
over,
with beds so placed that no bed overlaps a window or
radiator and no bed is nearer to any other bed than
.762 metres.
(e) OUTSIDE AMENITY AREA
Minimum 18.58 square metres per resident
7. That "SCHEDULE A" - PROVISIONS FOR RESIDENTIAL
USES is hereby amended by:
(a) adding a new line to the "FOOTNOTES" as follows:
"(12) SEE SPECIAL PROVISIONS IN SECTION 7(13)".
(b) adding the subscript "(13)" on Line 20 under Col-
umns 2,3,4,5,6, and 10.
8. This By-law shall take effect from the date of pass-
ing by Council and shall come into full force upon the
approval of the Ontario Municipal Board or if ap-
plicable in accordance with the provisions of Section
39(26) of The Planning Act.

BY-LAW 37-1983
1) By-law 37-1983 has the following purpose and effect:
By-law 37-1983 implements the Official Pion for the
Town of Goderich Planning Area, which sets out
policies for the establishment of group homes in the
Municipality. This by-law permits one class of group
home - Homes for Retarded Persons - to locate in any
residential area in the Town of Goderich provided that
the requirements specified in By -low 37-1983 are
satisfied. These provisions require that such facilities
are properly maintained, operated and managed and
prohibits their concentration in any residential

neighbourhood. Group homes are seen as a better and
more humane alternative to institutionalization for
people with non-acute social, mental and physical pro-
blems who require more care than their families can
provide, but do not require the level of care found in
institutions and ensure that needy individuals are not
forced to leave their communities to find suitable care.
11) A Key Map showing the location of the lands to
which the By-law applies is not included since the By -
low applies to all, rather than specific residential areas
in the Town of Goderich.

STATEMENT OF CONFORMITY TO THE OFFICIAL PLAN
FOR THE TOWN OF GODERICH PLANNING AREA
I, Gary Davidson, the Chief Planning Officer of the Corporation of the Town of Goderich have
reviewed By-law No. 37-1983 of the Corporation of the Town of Goderich.
1 am of the opinion that:
The By-law is to conformity with the Official Plan in effect for the Town of Goderich Planning
Area.

I, Gory Davidson, the Chief Planning Officer of the County of Huron, have reviewed By-law
37-1983 of the Corporation of the Town of Goderich and 1 am of the opinion that this By-law
is in conformity with the Official Plan for the County. of Huron Planning Area,

year merit scholarship
Paul Ormandy has ac-
ceptedolNational

fereed to him by the Universi-
ty of Toronto. He will be stu-
dying for his Bachelor of
Music in Performance, Per-
mission major.
In June, 1983, Paul was an
Honours Graduate of the In-
terlochen Arts. Academy, In-
terlochen, Michigan, when
he graduated with an
average of 96 percent. Paul,
an Interlochen Scholarship
student, wasable to main-
tain his high average
throughout the whole school
year even though he travell-
ed extensively with the In-
terlochen Symphonic Band,
the Studio Orchestra, the
Percussion Ensemble, the
Brass Ensemble, while also
a member of the All-Star
Bard of the National
Association of Jazz
Educators, a second jazz
group and a Concert
Keyboard Ensemble.
The four days of gradua-
tion ceremonies in June
were attended by Paul's
parents, Trey and Audrey
Ormandy of Goderich. About
3,000 guests, from many
parts of the world, parents
and friends of the graduates,
attended the final gradua-
tion ceremony held in the
Kresge Auditorium on the
campus.
The University of Toronto'
only accepts three first year
percussion students. Paul
has been accepted to study
percussion with Russell
Har+tenber er,, Ph.D., a
member of the Faculty of
Music and a performing
member of the percn!gsion
group Nexus. He has also
been accepted to study drum
set with James Blackly.
While at the University of
Toronto, Paul will live in
residence at Wetmore Hall,
St. George (maim) campus.
A 1982 graduate of Goderich
District Collegiate Institute,
he was also offered scholar-
ships from two American
universities.
In June of this year, he
also received a full scholar-
ship from Wilfrid Laurier
University for a summer
course in jazz studies con-
ducted by the Boss Brass,
which he found most en-
joyable and rewarding.
Round 'n About with Martha
Another little holiday. A
holiday with holidays.
Son Doug and his wife
Madeline from Florida were
back in Canada for a few
days. They were attending
the air meet at Oshkosh -not
far from Chicago. They were
going to fly in but that is not
too convenient if you want to
visit towns and cities as the
airports are always a big
hold up and so far out of the
way.
So, they brought their
trailer and had a good trip.
They crossed into Canada at
Sault Ste. Marie, went
through to Sudbury and over
to Trenton, then visited
friends in that area, then on
to Windsor.
So, we headed for Windsor
ourselves. They both looked
GREAT, had a lot of reasons
for not coming to Goderich
and left Friday early for
other planned stops on their
way back to Venice, Florida.
So, we just stayed on in
Windsor, visited with all the
grandchildren and great-
grandchildren. Everything
was great -great! There were
two or more , birthdays, a
group from the "Hunter"
had their party -all at Mark
and Mugg's nice place.
I think it is a half -mile trek
from the house to the back
end of the yard and by that
time, you are pretty close to
the 401 where the cars and
trucks go flying by!
We take three hours to get
home and that usually
means one stop and often
two -depends on whether I
get sleepy on the way.
I hadn't been home half an
hour when three great-
grandsons and their mother
came in. We were very glad
to see them. From the
shoulders up, these boys are
each that much taller than
the blonde eight -year -old -
like steps. I think young Don
is over two feet taller and
they are three fine looking
youngsters.
One of the first things the
youngest inquired about was
the animals at Holmesville. I
just had one loaf of bread on
hand so that went along and
we headed for Benmiller.
They enjoyed the new 'Old'
Mill and the pond. Then we
took the long way to the
animals.
I thought I had taken the
wrong road -which is a bad
habit -since it was taking
such a long time but we
finally found the place and
the boys were very excited.
One thing bothered me.
The boys insisted the large
white duck with the orange
lump on top of his nose was a
Canadian duck (they have to
let me know that they know
all about wildlife). So, I was
stubborn and said they were
Honkers and pointed out that
the Canada Goose is so
named but they were one of
many Canadian geese. They
didn't argue but I still think
the one with the bump on his
noggin is a Honker!
The buffalo was a great
hit. He just kept sticking out
his tongue for another slice
of bread and he would coax
the kids down to where the
fence was pulled open and
then the slice would slide
easily into his mouth. I
thought the animal was a
water buffalo from Africa.
Anyway he was gentle, let
the ducks have all he spilled
and didn't try to hook
anything with those
beautiful, sharp horns.
The fawns were hungry too
and our food source was
quickly depleted! The
peacock wouldn't "open up"
but we were really im-
pressed by the whole scene
and this morning (Tuesday)

after breakfast, we gathered
three bags of goodies and
they are on their way to feed
the animals and return to
Windsor.
The boys' mother, a lovely
girl, was sorry they couldn't
stay longer but promised a
return visit so Mathew could
go fishing. Andy too!
I really enjoyed them -
when you see them only once
in the summer, then at
Christmas, it is too long
between visits.
Donald, the oldest boy, had
to be back for band practice.
His band visited Florida for
the big Orange Bowl. They
have won big awards
wherever they go -really
putting Windsor in the paper.
Doggone me! I can't
remember the name of the
band -Orange or Red is in the
title!
Anyway„it is a large group
and the kids have to raise the
money for all their trips and
they really work hard. In a
way it is very good training
for them. They learn the
value of a dollar and
togetherness!
