The• Association of Municipalities of Ontario
( MO) has endorsed a resolution calling for the pro-
vincial government to assume all costs from its
deinstitutionalization program for all tune and to en-
sure that noburden is added to the local tax base.
.ln-a-etter Ito council., AMO executive director Mac-
Donald Dunbar said' the committee endorsed the posi-
tion that the ministry consult with local, municipal
and private groups before the closure of any centre
for the developmentally handicapped. The resolution
also asks that adequate services, with no additional
local financial burden, be made available before any
handicapped person is returned from the centre to
the local community.
AMO held a panel discussion on the impact of
deinstitutionalization at its one -day seminar on the
municipal responsibility for providing social
assistance.
Mayor Eileen Palmer is a member of the AMO
board of directors.
Members appointed
Goderich town council appointed members to the
committee of adjustment, at its regular meeting
recently.
The members of the committee include Stan Pro-
fit and Frank Bowra for a one-year terra expiring
December 31, 1983; Wilf Denomme and Gord
Crawford for a two-year term expiring December 31,
1984 and James Eric Kirk for a three-year term ex-
piring December 31, 1985.

Local OPP will now get
tough with dirt bike riders
After one potentially serious accident and several
near misses, the local OPP detachment is going to get
tough with dirt bike riders.
"We'll be trying to stop them and we'll be checking
them for everything before someone gets hurt,” says
Constable Eric Gosse, OPP community services of-
ficer.
Constable Gosse says there is no problem with dirt
bikers riding—on private property midi permission.
However, he explains that the main problem lies with
carelessness and riding on the highways illegally.
Highway 8 is of particular concern at present. Dirt
bikers using the gravel pit behind Zehrs, often cross
Highway 8 and drive into the ditch along the highway
until they reach Nairn Drive at the entrance to the
VLA subdivision. They then shoot up from the ditch
onto Nairn Drive, often in front of unsuspecting
motorists who are entering or leaving the subdivi-
sion.
"At this point, they (the bikers) are actually air-
borne and there have been some very close calls," ex-
plains Constable Gosse.
The penalties, for dirt bikers can include a $500 fine
for no insurance; a $28 fine for no licence; a $28 fine
for no licence plates; a $28 fine for no lights; a $28 fine
for no horn; and a $128 fine for careless driving.
If the biker fails to stop when pursued by a police
cruiser, he or she can get a fine of up to $2,000 and -or
up to six months in jail as well as an automatic three
year driver's licence suspension.
Constable Gosse warns that the parents of dirt
bikes=s-may-a'Isobe-cl'argeld&for-sume=o€fences sueh as
no lights, plates, horns or insurance.
"The education of these kids I with regards to dirt
biking and the law) must begin at home with the
parents," he says.
If a dirt bike is licenced as a motorcycle and has
'lights., plates, horns and insurance,, it may be ridden
by a licenced driver on the highway"which includes
from fence line to fence line. Without this licencing,
the bikes may only be wheeled to private property
and used there with permission, explains Constable
Gosse.
On both private property and public roads, if an ac-
cident occurs involving injuries or more than $400
damage, it must be reported to police.
