The Official Opposition '
tabled a motion of non-
confidence in the. provincial
government, citing the
failure of the 1983 budget to
recognize the most serious
and fundamental problems
facing the province.
In a sttatement, reacting to
the budget, Finance Critic
Patrick Reid, said: "At a
time when the Ontario
government should be mak-
ing strides to improve con-
sumer confidence and create
jobs for the future,
Treasurer Frank Miller has
given us a budget which has
us walking on the spot. He in-
sists that we must have a
consumer -led economic
recovery, yet imposes new
tax burdens on consumers.
"He acknowledges the
need of more jobs for youth
and other idled workers, yet
is unwilling to commit more
than a token amount to
retraining for the future.
Premier Davis this week
promised us a job creation
budget. That promise has
not been kept ... Ontario in
the coming months will be on
a treadmill, at a time when it
should be leading the coun-'
try out of the current reces-
sion.
"The budget's greatest 1
deficiency - its most pro-;
found weakness - is its
failure to invest heavily in -
the mobilization of Ontario's
human resources. A $14)
million allocation to retrain-
ing is shameful at a time
when 551,000 citizens ,of On-
tario, or .12.2 percent of the
work force, are out of work.

fact that 45',000 skilled' jobs "'
are needed over the next two
years, while 228,000young

"Last year, the budget
contained $171 million in
short-term job creation pro-
grams. Additional funding Of .
$150 million was announ
in November 1982, of whic
approximately $55 millio
was to be spent in the 1982
fiscal year. The tot I
number of positions to be
created by these programs
was about 41,000 from the
$226 million in"funding. This
year's budget outlines short-
term job creation measures
costing $242.3 million ... an
increase of only 7.2 percent,
even though the Treasurer's
own forecasts show
unemployment will increase
by 19.4 percent. Moreover,
this small increase in job
creation funding is somehow
supposed to • create 76,000
jobs, or almost twice gas
many as last year. Obvious-
ly, either the jobs must bq of
even shorter duration t»an
last year, or the numbers be-
ing used are questionable. It
appears that both cases may

cases will take years to wirer -
come. Ultimately, the
answer must be to proiride
jobs for all of those who want
to work. Productivity, which
has stagnated in recent
years, must be increased
through a concerted effort
by government, business
and labour. This reality, ,
however, has somehow
escaped the budgetmakers
in this spring of 1983. We
have a horrendous
mismatch between the skills
available and the skills
necessary for recovery and
future prosperity. The token
investment in correcting this
mismatch ignores the essen-
tial point that productivity is
the key to Ontario's
recovery.
"Mr. Miller could have
generated both jobs and con-
sumer spending by paying
more attention to the hous-
ing sector. The Govern-
ment's planned investment
of $40 million to assist in the
rehabilitation and con-
struction of about 5,000 ren-
tal units, falls short by more
than two-thirds the needed
spending irm that area. My
