Wife Battering
The Minister of Communi-
ty and Social Services has
termed an all -party comtx it-
tee's study on battered wives
a great disappointment,
commented that it was ob-
viously written by men, and
complained that it let the
wife beater off scot-free.
"Why should, the women
have to leave the house?
Why not throw the man out
of the house?" he said. Lean-
ing across his desk in the
Legislature, he charged that
the 'point has been missed
when, he said, "to use the
vernacular, soine banana
who beats his wife or lady
friend remains in charge of
the domestic home and the
taxpayers are. expected,
because there is apparently
no other resort, to provide
some of the basics."
The Minister had been ask-
ed if he intended to introduce
a bill which would ensure
that all transitional 'houses
for battered wives, and
children are adequately
financed. He suggested that
a possible solution was to say
to men, "If you want to beat
your wife, then you are going
to sleep in the park with the
muggers."
Rent Controls

rent increases for new finan-

The legislation has :•been
strongly criticized' by
tenants' groups because it
would cover only a small
number of renters.

the fact that the five per cent
increase . for refinacing on
top of a six per cent increase
for more costly operating exp
penes brings the minimum
rent increase guaranteed to
- landlords who had refinanc-
ed to 11 per cent. Actually
the fiveper. cent limit is a
temporary measure aimed

use free taxis
New Year's Eve
It was a quiet. New Year's Eve forGoderich Police.
There were no accidents. ;No impaired driving
charges were laid and not even one 12 -hour suspen-
sion was. haitded,out.
Perhaps the free taxi service sponsored by several
local merchants had something to do with this.
Maurice Gardiner of Goderich Taxi estimates "that
allout 450 people Used the service this year. There
were about 150 calls, averaging two to four people per
taxi. The busiest times werebetween 9 and 10:30 p.m.
and 1:30 and 2:30 a.m. The taxi service stayed open 45
41 minutes later than, usual since many, of the town's
New Year's Eve dances did not end until 2 a.m.
Gardiner says he feels the free taxi service is a. well
used and appreciated. service. .

understand how we will have
less need for shelter for bat-
tered wives". •.
Responding to the
Minister's complaint that
the report was written, by
males and did not reflect a
female point Or view, Sheila
Copps (also on the commit-
tee) shouted, "What are you
talking about?", because
she, Susan Fish, and Marion
Bryden were three of the 19
committee members. Later,
she said the Minister had ob-
viously not read the commit-
tee report, and "He should
resign. We dealt with the
matrimonial hoarse, Vile set
aside partisan politics and
came up with a ' good
report."
While 'the report, recom-
mended • that . criminal
charges must be laid hi wife
beating cases, it also stated
that there must be. therapy
for the batterers.
University Funding
Under legislation introduc-
ed on December 21, Ontario
universities who don't live
within their means will soon
• be faced with the threat of
supervision by a government
appointed --official. The • bill
rules: out university .deficits
in -excess of two per gent of
their. operating revenues,
and any institution which

Foreign Doctors.
. The Ontario College of
Physicians and Surgeons,
the body responsible for
licencing physicians to prac-
tice medicine in Ontario, has
in the past set different re-
quirements for applicants
according to the country in
which training had been
taken. Graduates from
Canada, the U.K., Ireland,
Australia, New Zealand,
South Africa or the U.S. were
subject to one year's intern-
ship before writing exams,
while graduates from other
countries . were subject to
two years' internship with at
'Nast one year in an Ontario
hospital.
A decision by. the College
to clamp down even further

discrimination. Sheila Copps'
raised the question in the
Legislature, charging that
the Minister should have

"potential racism" to the

Session Ends
In the final hours of the_
session, on . December 21,
some 10 bills became law.
Almost three months had
been spent in debating the
government's major piece of
economic legislation, the
public sector wage restraint
bill, then the Members

the Loan and Trust Corpora-
tions Act, which was sup-
ported by all three political

Greynac Trust.
When the Minister was
questioned in the House, he
was uncertain whether
Crown Trust's takeover by
Greymac Credit would come
under:the new legislation.
Greymac Cryriasealt dy
purchased, about 96 per cent
of the shares of Crown Trust,,.
and it ligs made a followup
offer to purchase all the re-
maining,shares. The amend-
ments apply to any transfer
of 'Shard of a trust company
where the transfer had not
been entered into its books
