Productive farm land
taxes to be eliminated
The Ontario Government will eliminate
taxes on productive farm land, Dennis
Timbrell, Ontario Minister of Agriculture,
announced at the Ontario Federation of
Agriculture's (OFA) annual Banquet, in
Toronto on November 23.
Based on current projections, this will
save Ontario farmers $20 million com-
pared to the present rebate system.
Under the new proposal, farmers will
pay taxes only on their houses similar to
other residents in the same community.
The lot under the house will be only
assessed at 50 percent of the value it would
be if it were a severed lot.
Timbrell said the present system of
rebates will continue for the 1982 and 1983
tax years. The new proposal will take
effect for the 1984 taxation year. The
present minimum qualifying amount of
$5,000 gross production will be raised
immediately to $8,000: in 1984 it will be
raised to $12,000 for southern Ontario and
$8,000 for northern and eastern Ontario.

Committee member said, "We are pleased
the Ontario government has finally acted.
Over 10 years ago the cabinet recognized
that Ontario farmers were paying a
- disproportionate share of municipal costs,
when they introduced the 25. then 50
percent property tax rebate for farmers
and managed forest owners, after a wide
spread protest led by OFA. This decision
means we will have the security of a
legislated policy rather than one that
depends on the whim of Cabinet."
Tony McQuail, president of Huron
County Federation of Agriculture said,
"The concept is a good one, it is fair that
farmers will now be taxed on the same
basis as other residents."
Both McQuail and Gunby cautioned
there are several details in the policy that
are worrisome, and OFA will continue to
work to have these changed or improved:
Some discussion occurred on the issue at
the convention prior to the announcement,
and questions were raised by Huron
delegates and others. It was explained that
the method of establishing tax rates would
remain the same, municipalities would
remain the same independence from the
prov. government, and that the Rural
Ontario Municipal Association supports
OFA's formula for tax rebate.
Earlier this year, the Ontario govern-
ment shelved plans to implement this
policy. "It took a pretty big shove from
OFA to have the government reconsider. I
think it says something for the ef-
fectiveness of our organization," Gunby
said.

Farm bankruptcies discussed by F
Farm bankruptcies were
discussed a number of times
during the Ontario
Federation of Agricultures
Convention, held in Toronto
on November 22 to the 24th.
One resolution regarding the
Ontario Farm Adjustment
Assistance Program
(OFAAD) brought a lot of
interest.
It was felt by many LSM's
that the program should be
updated to include more
farmers. One main problem
with the program was the
use of the word "equity".
For an example. If you
happen to have some land
bought a number of years
ago,the inflation value may
put you over the "elegibility
point" of the program, even
if you have more land bought
at a high price more
recently. So in fact a lot of
farmers that are in need of
some help are turned down.
It was also realized that
this program was the only
one we farmers have. So
after making some changes
to the resolution, and with
understanding that OFA will
help pressure for more
improvements, to better suit
the needs of Ontario far-
mers, we passed the -
resolution.
At the Tuesday night
banquet, the Minister of
Agriculture for Ontario,
Dennis Timbrell, announced
that the program was being
extended for another year.
On Wednesday of the
Convention the Honorable
Eugene Whelan, Minister of
Agriculture of Canada,
spoke. He said, he had 50 hog
farms for sale in Quebec
through farm Credit Cor-
poration and expected
another 50 in Ontario in the
next three months. Not Very
comforting words for far-
mers.
Co -Op has best year yet
Over 300 people attended
the Hensall District Co -
Operative annual dinner in
the Pineridge Chalet recent-
ly. According to the figures
in the financial report, the
local Co -Op has had its best
year yet, with record sales
and service revenue of over
29 million dollai3ls, and net
earnings of approximately
$590,000 for the year ending
July 31, 1982.
During the past year the
Hensall Co -Op spent $743,000
on fixed assets including im-
provement of lumber, hard-
ware and feed facilities at
the Zurich branch, eight ton
fertilizer spreaders, a bulk
fertiliser delivery unit, a
new computer, corn drier
and tractor trailer at the
Hensall location.
Fifty-six new members
were added to the list of ap-
proximately 1,500 in the past
year.
The board of directors
voted a 11/2 percent
patronage dividend on all
members' purchases, all
members deliveries of cash
grains to the Hensall
elevator, and a 11/4 percent
cash bonus on employee
wages.
Bill Dejong and Glen
Thiel, whose terms had ex-
pired, were re-elected to the
board of directors. The other
members are Mike Connolly,
president, Ross Corbett, vice
president, secretary John
Campbell and directors
Harold Diechert, Ross
McBeath, Allan Hayter,
Chester Sturdy and John
Paul Rau.
