With the computer era of
age, it was apparent that an
online system was the only
solution to the complexity of
the ever-increasing work-
load of the vehicle registra-
tionsystem.
So, Ontario's Ministry oil
Transportation and Com-
munications (MTC) has
developed a new computer
system for vehicle registra-
tions which goes into effect
December 1, 1982. "''.'
Under this. new ""Plate -to -
Owner"" program, all vehicle
transactions are done on
commuter tterminals, keep-
ing the ministry's files up-to-
date and eliminating
backlog.
One of the main changes
affects the registration of
licence plates. They'll be
registered to the owner ® not
the vehicle. So, owners will
keep their plates when they
sell or scrap vehicles. Then
the same . • plates go on
subsequentvehicles. And the.
buyers;; will: be responsible
for reporting an ownership
transfer to MTC within six
days.
The system also has a
staggered renewal feature
which is new to Ontario.
Owners will renew their
licence plate stickers on
their birthdays, meaning no
more February lineups.
Companies may choose or
be assigned an annual
renewal date for their
vehicles. Or, after June 1,
1983, they may pick several
dates and renew a specified
number of vehicles on each
date.
Thesystem brings with it a
new fee structure, too. When
buying the 1983 renewal
sticker (between Dec. 1-82
Feb. 28-83), the renewal fee
for passenger cars, private
use light trucks and vans will
be $4 a month starting Jan. 1,
1983 to your birthdate.
Motorcycle stickers will cost
$2 a month and stickers for
mopeds 50 cents a month. •
For example, owners born
after June 1,.• will buy
sticker; valid from Jan. 1,
1983 to their birthday in 1983.
Owners whose birthday falls
between Jan. 1 and May 31,
will buy stickers valid from
Jan. 1,1983 to their -birthday
in 1984. After that, renewal
will be on their birthday
each Year and they'll pay for
12 months at a time.
There will be a one-time
fee of 65 for trailer registra-
tion. So, if selling a trailer,
remove the plate and keep it
for the next one.
And color -coded renewal
Stickers will be used. They
1vi11 prominently illustrate
the month and year of expiry
and be. di_aplayed_.on! the u2-
per right-hand corner of the
rear licence plate of
passenger vehicles.
Stickers for commercial
vehicles weighing 3,000 kg or
less will be $72 a year. And
stickers for commercial
vehicles over 3,000 kg will re-
main on the quarterly
renewal cycle under the 'ex-
isting fee structure. As of
:March 31, .1903, the sticker
will be displayed. on the up-
per right-hand corner of the
front licence plate instead of
on the windshield.
Fees for cars in northern
Ontario will be half the
regular amount.
The computer program
also has a built-in system for
payment of parking fines.
Beginning June 1983, owners
will be denied renewal if
they have unpaid fines or if
they've given the ministry
an NSF cheque. However,
owners will be notified when
they get their invitation to
renew approximately 45
days before their renewal
date. The invitation will list
any unpaid fines ---for- which
renewal may be denied. But
owners won't have to make
an inconvenient trip to the is-
suing office to make pay-
ment; they may simply pay
the fines at the same time
they renew. '
Beginning June 1,1983, the
system will offer a whole
new range of combinations
for personalized or "own
choice" plates. The plates
may have two to six
characters (maximum of
four if numerals only) which
can be arranged in any com-
bination of numbers and let-
ters except those combina-
tions used on regular plates.
And owners may order
their own choice plates at
any issuing office for an ad-
ditional fee.
Besides enabling the
ministry to have a more ac-
curate and up-to-date record
-of vehicle iegistratit,ns with
which Lu a eopuliti la) ,;ei-
quiries from the public,
police and courts, the system
has several other \benefits.
For example, parking
tir•keitc and summnnses will
no longer be sent to former
owners of vehicles; police
will be able to identify
motorists before stopping
them and be alerted of possi-
ble danger; no more long
lineups in February; and
licence issuing agents will be
able to replace lost or stolen
permits on the spot.
Like most computer pro-
grams, "Plate -to -Owner"
promises to be fast, efficient
and economical.

MPs seek input on
boundary changes

MPs William Jarvis - (PC - Perth) and Murray
Cardiff (PC - Huron -Bruce) are seeking input from
various- groups on the proposed electoral boundary
changes by Dec. 15.
Perth County will be cut in half with the northern
area, consisting of' the townships of 1i1ma, Mot-
nington, Wallace and 'the Village of Milverton, and
the Town of Listowel being taken in with the Huron
riding. The southern half of Perth County will be tied
up with parts of Oxford county including the town-
--wr . of —arm and East Zorra- and Tavistock and
parts of Middlesex County including Lucan and the
townships of Biddulph, West Nissouri and London.
Huron County will remain intact, but surrounding
municipalities will be included. Instead -of Huron -
Bruce with Mildmay, Teeswater, Formosa and the
townships Culross, Carrick, Huron and Kinloss, the
new proposed riding -of Huron -Perth will include the
north half of Perth County, the townships of Huron
and Kinloss in Bruce County and Ailsa Craig and
MacGillivray Township from Middlesex.
"I am going to enlist the aid of municipal councils
and county groups," commented Mr. Jarvis.
To get this aid Mr. Jarvis said he will be either
visiting groups in person or writing a letter to provide
feedback. Both MPs will be attending a hearing on
the proposed boundary changes at the London
courthouse on Jan. 28 at 9:30 a.m.
Mr. Jarvis said interested groups have 23 days -
until Dec. 15 - to make submissions to the federal
electoral boundaries comrission.

Cardiff said he hats to lose them.
"I've enjoyed working with them. I hate to lose
them and I don't think anyone likes to be bounced
around," said Mr. Cardiff.
Recognizing that people in western Ontario identify
strongly with county boundaries Mr. Cardiff said he
is reluctant to lose areas. As of Nov. 26 Mr. Cardiff

Mr. Jarvis said he has had some contact with
agricultural groups on an informal basis and intends

possible.
The Perth member of parliament said it is poor
timing for the whole matter as municipal councils are
changing and MPs are busy in Ottawa with various
votes being taken on budget bills.
Mr. Jarvis said he hopes to have some alternatives
to present at the January haring as his number
one objective is to keep the county intact. He pointed
out that not only farm organizations are county -wide
as there are charitable organizations based on a
county -wide system. if the changes are approved
such groups would have to deal with two members of
parliament, noted Mr. Jarvis.
Mr. Cardiff noted the changes would mean more
members in the House of Commons. There would be
additional costs incurred and the Huron -Bruce MP
suggested the proposed boundary changes aren't a
way of showing restraint. - 19.
He would also request that more identification be
given to the four counties, Huron, Bruce, Perth and
Middlesex, in the riding name if the proposals
become fact.
Mr. Cardiff said he would be watching to see what
happens at the hearings because if there are further
changes made to the ridings to the south and east of
Huron, "We'll have to watch and see what they (the
commission) do to ours."
