( photo by T.Marr) Rjddell' speaks on centre closure The following is a state. ment by Jack Riddell, M.P.P. for Huron - 1411 „ ,leses, made on NoVember 25, Why is the Minister of Community. and Social Ser- vices turning a deaf ear to the pleas of concerned citizens and elected councils for a hearing onthe closing of centres for the developmentally handicap- ped? . Why is he washing his hands of the whole question, sloughing off his respon- sibilities onto a Ministry of- ficial, who has admitted that the closure decisions are a fait accompli, that there is no appeal against this draco- nian move? Today, in the Legislature, I shall challenge the Minister to give an accoun- ting on this controversial and emotional issue. 'Questioning him on the closing of the Bluewater Centre in my Riding, and five other Ontario centres for the developmentally han- dicapped, I intend to ask: "Will the Minister explain to this House how he can, in all conscience, reconcile the \• following facts:. one year ago he con- gratulated •the staff of Bluewater Centre on the wonderful --work thev were doing for the people in their care and today he is prepared to close down that facility; and, on November 8, responding to a question from my colleague, the Member for Prescott - Russell, the Provincial Secretary for Social Development said she was aware of "a great deal of consultation" with the On- tario Association for the Mentally Retarded and other groups, whereas the truth is that no consultation has taken place, and in fact the Association only found out about the closures after the initial leak to the press and that the people at Bluewater have never been consulted to .this day, Supplementary Will the Minister give this House an undertaking that he will reconsider his refusal to meet with the Colborne County Council, the Goderich Town Council and a group of concerned parents on this question, make a commitment to meet with these people, and give a guarantee that not one single developmentally handicap- ped person now at the Bluewater Centre will be put at risk by being placed in a situation where he or she will receive less adequate or ap- propriate care than at Bluewater? • Writes to sto Dear Editor, I am writing this letter to the editor to attempt to stop some false statements which have been made about Federal Government employees and their pension plan over the past several years. Also, I am writing to make your readership aware of Bill C-133, a Bill which, if passed, would limit the in- dexing of Government pen- sioners to 6 percent and 5 percent during the next two years. Also, whenever an ex- ample of the plan is given, the examples used are of former MP's or Deputy Ministers' - .not of the average superannuate. First, I would like to deal with the monies in the two plans: In the regular pension plan, in April 1980 we had an opening balance in excess of 11.3 billion dollars, in April 1981 this balance had in - creased toan excess of 12.7 billion dollars and in April 1982 the balance was in ex- cess.of 14.7 billion dollars. In the second pension plan, which is the indexing feature, had an opening balance in excess of 505 million dollars in April 1980, in excess of 644 million dollars in April 1981 and in excess of 899 million dollars in 1982. Perhaps one explanation is that different individuals .and bodies put different interpretations on how public business must be conducted and what sub- stance or form of ac- countability the public ex- pects from those whom they have trusted with their public affairs. I very sincerely hope that the two bodies will continue to conduct their comrnon business on our behalf in a constructive, business -like and above all OPEN manner which our public is ex- pecting. Certain things must not only be dime, but must be seen to be done. Then all this unnecessary talk about feuds will stop. Please perinit me to conclude this letter on an entirely different subject. It has just come to my at tention that our mayor -elect, Eileen Palmer has been appointed to the board of directors of the Association of Municipalities of Ontario, an important and influential organization in municipal affairs and a go-between with higher levels of government. I want to congratulate Mrs. Pahner "Report on the administra- tion of the Public Service Superannuation Account". Government employees contribute 61/2 percent of their income into the regular pension plan and 1 percent into the indexation plan. The Government contributes an equal amount. As you can see, half the money in the plans is the employee's own racy..Also, .._elite- lir pension paid to. former con- tributors is $8,100and the average pension paid to sur- vivors is $3,200. Under the proposed 6 percent and 5 per- cent controls the average pensioner will lose $1,409 over the next two years and will feel the impact for the rest of ' his life. Is this the way we want to wrestle inflation to tbe ground? On the backs of pen- sioners and survivors who are barely surviving now! Should the Government be allowed to renege on a plan instituted in good faith? -Stag rid. &ho,Go mitoot 40e allowed to remove benefits paid for in good faith and hard cash by these former contributors? What would the Government do to an in- surance company. who, showing vast surpluses, ar- bitrarily reduced its benefits package after contributors had paid in full? Bill C-133 has that effect, benefits paid for in good -faith are being arbitrarily removed. The Government is welching on benefits pur- -«.._cha: ed:,by these € rmer e tributors if Bili C-133 is pass- ed. Help us to fight this unfair Bill. Together we can force the Government to retain this plan in its present form. These pensioners have already paid enough. They should not have to continue paying. There is plenty of money in the plan.
