The Huron -Perth Lung Association held its annual flag
raising ceremony on Tuesday, November 2 to kick off the
1982 Christmas Seal Campaign. Taking part in the
ceremony were, left to right, Dr.. H. Cieslar, Huron County
Medical Officer of Health; Eileen O'Brien, a past president
of the Lung Association; Marybelle Ford, executive
director of the Association; Eileen Beauchemin, education
chairman ,of the Association; Harold Robinson, Huron
County Warden; and Catherine ' Walsh, Huron County

Colborne Township approves crest
Colborne Township Coun-
cil met in regular session
November 2 and approved
accounts in the amount of
$36,763.09 for payment. In-
cluded in this total was an
amount of $10,605.85 to the
Province of ° Ontario for
repayment of drain deben-
tures.
The township crest, for
which a contest was held
earlier in the year, is now on
hand in its final approved
form and in order to give
recognition to the three con-
testants who were judged to
have submitted the three
best suggestions, the three
winners are to be invited to
attend the next council
•1 meeting at 7:30 p.m. on
November 16 so they can
receive their awards.
Christopher R. Sims,
C.E.T., drainage superinten-
dent has advised that the
clean-out work has been
completed on the Clark
Municipal Drain and that on-
ly the cutting u and stock
piling of timber along the
course of the drain remains
to be done to ' complete the
clean-out work on the
Young's Creek Municipal
Drain. It is expected that
this work will be completed
soon.
The road superintendent
reported that pre -winter
work on •the roads is pro-
gressing well. Electrical
problems are still being en-
countered on the Champion
740 grader and it will require
attention again.
Mrs. Betty Reid of RR 4,
Saltford, - member of the
Association for the Mentally
Retarded, appeared and
spoke to council of the
Association's concerns about
the proposed closure of the
Bluewater Centre for the
Developmentally Handicap-
ped. The Association is con-
cerned that such a closure, if
implemented, might result
in some of the residents be-
ing moved into group homes
and perhaps in some cases
into private homes. Such
moves could well result in a
reduction in supervision and
in less health care and
general care and a regres-
sion of the individuals'
health state. Some of the
residents would, no doubt,
not be suited to such moves
and might well enclAp being
institutionalized in larger
coMplexes.
Council thanked Mrs. Reid
for her concerns and her
presentation and promised
immediate consideration.
Members of council later
approved a resolution that
the Township of Colborne
petition the Government of
Ontario, namely Premier
William Davis; the
Honorable Claude Bennett,
Minister of Municipal Af-
fairs and Housing; the
Honorable Frank Drea,
Minister of Community and
Social Services; Murray
Elston, M.P.P.; Jack Rid-
dell, M.P.P.; and Murray
Cardiff, M.P., that the
BlueWater Development
Centre for the Handicapped
be allowed to continue in its
present use, and that the
council of the Township of
Colborne is opposed to the
philosophy for closure of
centres for the handicapped
as recently announced by the
Honorable Frank Drea and
that prior to any final deci-
sion in : this regard, that
public meetings be en-
couraged. •
In other business, it was
decided that the municipal
office at Carlow would re-
main closed until 1 p.m. on
Thursday, November 11, to
allow staff to participate in
the cenotaph Remembrance
Day Services in Goderich.
The meeting then adjourn-
ed to the next regular
meeting at 7:30 p.m. on
Tuesday, November 16.
