Pitiful performance at meeting
Dear Editor,
Connected with the subject
of the Heritage District By-
law, we were treated to a
remarkable - one is tempted
to say pitiful - performance
at Monday night's town
council meeting. It had the
ingredients of a minor
municipal farce in which
short term political aspira-
tions took precedence over
the facts' of the by-law's long
history, orderly procedures
and basic overall reasoning.
The time: one week before
elections. The place: council
chambers filled with a large
crowd of people who had
been now led to believe that
the Heritage By-law takes
away their rights as proper-
ty owners, although 1) this is
not so, and 2) the by-law was
-passed in January this year,
after public meetings and
direct mailings of the
materials since 1978.
The character players: the
Council members who were
determined to leave the im-
pression that the fault must
be somewhere else (a non-
elected group was mention-
ed) and that they are not in
fact the very same men who
unanimously voted for the
third reading of this by-law
in January, after a long
recorded discussion at which
the whole subject was once
thoroughly clarified with
professional help. I could
hardly believe it all.
Before the curtain fell, the
majority (7 out of 9) of coun-
cil members voted in favour
of a motion the aim of which
is to eliminate the byelaw
and to call off the Ontario
Municipal Board hearing
which was set some time ago
for next week and at which
the objectors were -scheduled
and had promised to appear,
in accordance with lawful
procedures.
For the time being, the by-
law is not in possession of the
municipality, but of the On-
tario Municipal Board. The
hearing cannot be called off
at this late date, but will take
place as scheduled on
Wednesday, November the
10th, at 10 a.m. in the council
chamoeis. At that time the
Board Chairman decides
how he wishes to proceed
under the circumstances.
Thehearing is open to
everyone.
When the discussion took
place and the motion was
passed on Monday, other
sides to . the story were
deliberately ignored. There
are those who are counting
on Heritage grants and face
the loss of thousands of
dollars. They and others
may have something to say
and that will lead to a
Municipal Board hearing in
any case, because anyone
can object.
The council did not act in a
businesslike and informed
manner. In my book it is ir-
responsible to confuse a
situation so that the public
no longer knows or clearly
understands what the by-law
means or does or how to go
about the whole thing. It is
irresponsible to make deci-
sions when one is not fully in-
formed about the past
details or future con-
sequences. It is worse still

Dear Editor,
I'm convinced we would do
well to take another glance
at the conclusion off last
week's front-page article
entitled: "Choice is Left to
Parents." It is rather
doubtful, as the conchµµssion
suggests, that the kids came
out on top in the case of:
"Hallowe'en vs. Sunday
Observance" or, if you will:
"Town Council vs. Goderich
Ministerial Association and
Concerned parents."
Certainly, more important
than another bag of candy
(or "tricks") is the fact that
our children too must begin
to sense the importance of
what Christians under the
rule of Diocletian confessed
when they stated before a
judge of Abitina, North
Afrika: "Without our Lord's
Day celebration, we cannot
live."
"De Quervain put it even
better when he stated: "A
church which waits for her
Lord and anticipates . the,
revelation of his Lordship
over all the Kingdoms of this
World, will never abandon
the sign of Sunday with an
appeal to Christian freedom.

Dear Editor,
I would like to take this
opportunity to express my
point of view of how town
council turned the decision of
Hallowe'en night over to the
parents after their decision
was made to leave
Hallowe'en night on October
31.
Hospital
saves
money
by waiting
By waiting and shopping .
around for the best bargain
on an ultra sound machine,
the Goderich hdpital board
may have saved thousands
of dollars.
Although the board signed \'
a purchase order with
General Electric last
February for an ultra sound
machine at the cost, of
$104,000, they made sure a
cancellation clause was
written into that order.
Members .felt they had
inadequate information to
commit themselves to a
particular machine at that
time and a committee was
formed . to research ultra
sound equipment which
would best suit Alexandra
Marine and General
Hospital's needs at the best
possible price.
Because of rapidly
changing technology in • the
ultra sound field, the com-
mittee has now found a
portable unit for, ap-
proximately $40,000 which
does basically the same
work as the more expensive
General Electric unit.
AM&G's radiologist in-
spected the cheaper unit now
in operation __ at both St.
Joseph's and University
Hospitals in London and will
give a report at the next
hospital board meeting. A
final decision by the board,
based on this report, will
then be made on whether to
cancel the purchase order
with General Electric.
"There was never .any
doubt that we would provide
the service," explains
hospital administrator
Elmer Taylor. "We just
wanted . to take some time
and Yooik at .all the alter=
natives. By not rushing into
anything, we may -have
saved quite a bit of money."
Dr. David Walker, chief of
the medical staff, says the
ultra sound unit will be "a
well used machine." He says
that ultra sound is not only
used for obstetrical patients
but gall bladder patients and
others as well. At present,
those requiring ultra sound
are sent to Wingham or
London hospitals.
If this is how our town
representatives make their
decisions, I wonder how
many people will think twice
before casting their ballots
on November 8, 1982?

I want to commend the
Goderich Ministerial
Association and the "con-
cerned parents", for calling
our town councillor's at-
tention to these things.
Perhaps we should all be
reminded of the fact that it is
the "Lord of the Sabbath"
who has appointed also our
town's councillors as His
"ministers" ( see: Romans
13-:1- ) • The -y will (like it er
not) have to give account to
Him for their attitude and
deliberations also on the
matter of Sunday Obser-
vance.?
Perhaps we should give
that a little more weight as
we exercise our respon-
sibility at the polls also on
November 8 in our municipal
elections.

responsibility of the office
one holds.
The events of thissituation
involve considerable ex-
penses before this is over.
The municipality carries
these expenses. The sup-
porters of Monday's motion
said they are happy with the
idea of these expenses
whatever they are. No doubt
they have told us elsewhere
how they favour restraint
and maybe some of them
have told you endless stories
- true or false - about the $5. -
or $25. - expenditures they
deplore. Gentlemen, where
are your principles - where is
your sense of proportion?
There is no satisfaction in
having to write these lines. It
simply bothers and saddens
me to think that I may be
represented by persons who
do not think it is important to
be well informed about the
substance or the proper pro-
cedures in matters of public
concern.

FORRESTER'S BRIDGE
TEMPORARY CLOSING
The County of Huron Highways Department will be
temporarily closing Forrester's Bridge on County Road
31 north iif Holmesville across the Maitland River for
repairs commencing on November 15, 1982 at 7:30 a.m.
The bridge will be closed to all traffic until November
25, 1982 weather permitting.
The County of Huron, regrets the inconvenience this w111
cause to the travelling public but repairs must be
carried out to maintain the strength of the structure.
