Hay deputy reeve Lionel
Wilder said he couldn't sup-
port the bylaw. Hay's bylaw
is working well he said, and
to approve the . county's
model bylaw would be a step
backward for Hay.
"I don't think council has
read it thoroughly, the
regulations are tough," said
Reeve Haberer.
He doesn't anticipate a
flood of applications and he
added there is a stiff penalty
if the bylaw is violated. Any
conliict1on against
violater(s) of the bylaw will
mean a maximum fine of
$1,000 or six months in jail.
Morris Township Reeve

the special committee and
said it was the worst one he

"How do you think I could
support this? It would allow
Hay residents to build eat -
then pits;" said Reeve'
Mousseau
The bylaw is a model one,'
meaning 'although approved
by county council, it has to
be approved and enforced by
individual municipalities.
Zurir•h . Reeve Fred.
Haberer, who chaired the
special committee, asked his
colleagues to support the
bylaw. A draft of the bylaw
had been circulated to all 26
municipalities ilii the county

distances (of the manure
storage areas to ineighoring
buildings) seemed, to be of
some concern, s changes
were: made," said Reeve
Haberer.
The bylaw, which provides
regulations on the various
types of storage systems was
changed to increase the
distances.
Reeve Haberer added that
the bylaw had been .cir-
culated to various farm
groups in the county,and
representatives of these
groups at a June 17 meeting;
unanimously supported it.
-The bylaw was compii
with assistance from
Iluron's planning depart-
ment, the county solicitor,
and representatives from
the Ministry of agriculture
and Food and the Ministry, of
the Environment.
"A great deal of time was
spent on the draft bylaw, and
it is one that will stand
strong m the courts. I know
it's not the bylaw some
would like to see - complete-
ly forbidding earthen
manure storage, but it is a
safe, bylaw," said Reeve
I3aberer.
Hullett Township ' Reeve
Tom • Cunningham, , a
member of the special com-
mittee, said he had "great
, reservations" 'abeik allow-
ing .earthen manure 'pits, but
he saw the bylaw as a good
one: He was concerned allout
increasing the distances
though.
"It will be more trouble, in
my operon anyway, in stan-
ding up in court," said Reeve
Cunningham. •
Stanley Township Reeve
,Paul . Steckle echoed Reeve
• Cunningham's comments
and said while the bylaw
isn't perfect, "it will serve us -
well." .He said attention

regionsin the province is be-.

have it a olopted.:.at the local.
levels. But the bylaw doessn't
cover everything: -
"Management : is still
something we have to live
with," said Reeve Steckle.
Responding to Reeve
Mousseau's criticism, Reeve
Haberer said a bylaw pro-
hibiting earthen pits might
not standup in court.
- "There's no point in .hav-
ing a bylaw if it can't defend
itself,'•said Reeve Haberer.
Reeve Steckle added his
township has a bylaw
similar to Hay's, and he's
not sure it could defend itself
in court. He explained that is
why the committee took so
long to prepare the bylaw
(the committee wassformed
last fall), becauseender the
