Responding to Reeve Mousseau's criticism, Reeve Haberer said a bylaw pro- hibiting earthen pits might not standup in court. - "There's no point in .hav- ing a bylaw if it can't defend itself,'•said Reeve Haberer. Reeve Steckle added his township has a bylaw similar to Hay's, and he's not sure it could defend itself in court.
